Develops, implements, and monitors environmental and safety programs and policies to ensure compliance with federal, state, and local environmental, health, and safety regulations, and ensure a safe workplace. Provide management and compliance support for the UCM Workplace Safety Program in compliance with UCM IIPP and federal, state, and local regulatory compliance regulations, as well as UCOP EH&S workplace safety-specific initiatives. Provide oversight and direction to campus stakeholders to ensure work tasks, including both routine and non-routine work tasks, are developed, approved, and implemented by workplace safety supervisors, including written job hazard analyses and job hazard controls, as well as ensuring all employees are subject to the task-specific JHAs, and JHCs are trained in the safe performance of the work. This safety manager position develops and implements the use of job hazard analysis (JHA) and job hazard control (JHC). EH&S workplace safety manager shall review JHA/JHC and work with supervisors to provide oversight and review for efficacy and ensure implementation. Develops a Safety Awareness/Focused program aimed at improving the safe work practices regarding JHAs and JHCs for both routine and non-routine work task and includes ensuring all UCM workplaces.
This position may supervise other FTEs and/or Students Employees. Directs work or oversee work to ensure compliance with safety policies, protocols, and regulations.
Review and investigate reported incidents and accidents, including accidents with injuries, to determine the root cause of incidents, accidents, and injuries and assign preventive and corrective actions to preclude recurrence.) Meet with workplace safety supervisors to review safety metrics and key performance indicators (KPIs) and develop, assign, monitor, and close out any identified deficiencies in performance. Collect data, analyze, establish injury trends, identify high-risk areas and actions, point out areas for improvement and identify solutions based upon code, statutes, policy, and best practices. Develop and implement a communication plan to effectively disperse and share findings with unit management and campus leadership.
Works with other workplace safety stakeholders including Risk Management, HR, Workers Compensation team, Emergency Management, etc. This position may serve as the campus Cal OSHA point of contact or my work directly with the campuss point of contact and may be responsible for ensure Cal OSHA and other federal, state, county, and UCOP workplace safety reporting requirements are met.
Review and revise EH&S Safety Plans and Procedures at least annually. This position audits the workplace safety program to ensure and develop workplace safety program training classes for campus stakeholders (UC Learning Center) and ensure all regulatory-required workplace safety classes are available to UCM employees. In addition, this position ensures all UCM employees assigned training is up to date.
Identifies, develops, and implement trainings which are necessary or that are lacking in substance so that employees, supervisors and departments are able to meet regulatory mandates. Works with stakeholders to ensure EHS workplace safety training programs are satisfactorily meeting the needs of supervisors, employees, policy, and regulations.
Provides management and oversight of UCM task-specific work, including high-hazard work, to ensure compliance with major safety program elements, including permitted and non-permitted Confined Space Entry permits, Lockout, tag-out and try-out permits, hot-work permits, and CA uniform traffic control permits are completed, compliant and work is being performed in accordance with the permits.
This position directs and manages the UCM workplace Ergonomics Program, manages the program budget, including procurement of ergonomic chairs and equipment to ensure office furniture and workstations are fitted to the employee and provides management oversight to the UCM Ergonomics lab to ensure it is responsive to requests and provides timely follow-up to requestors in order to ensure workplace ergonomic evaluations are completed in a timely manner.
This position serves as a member of the larger campus safety management team, responds to workplace safety accidents, incidents, and emergency events as directed, provides compliance support, and participates in campus emergency drills, including fire evacuation drills, lab accidents, and spill/release response drills and other, campus workplace safety support roles as necessary to support campus departments and campus needs. This position supports other EH&S program managers to further the mission of workplace and campus safety compliance and support. This position serves on UC Systemwide workgroups which pertain to the position.
Complete other work/tasks as assigned and may be subject to working after business hours and weekends are needed.
