Job Description
This position serves as a Capital Program Management and Contract Administration Lead responsible for supporting the delivery of water and wastewater infrastructure projects through procurement oversight, consultant management, contract administration, JOC program support, and implementation of standardized project management practices. The role focuses on improving consistency, efficiency, and accountability across project teams while ensuring successful execution of the City's capital improvement program.
Key Responsibilities
• Manage and oversee the administrative delivery of Capital Improvement Program (CIP) projects from planning through construction closeout.
• Lead development of project scopes of work, consultant solicitations, Requests for Proposals (RFPs), Requests for Qualifications (RFQs), and evaluation processes.
• Administer professional services, Job Order Contracting (JOC), and construction contracts, ensuring compliance with City procurement requirements and contract terms.
• Review and process consultant and contractor pay applications, contract amendments, change orders, and project documentation.
• Serve as the primary liaison between project managers, consultants, contractors, procurement staff, and operational stakeholders to ensure consistency across projects and programs.
• Develop, implement, and maintain standardized project management procedures, templates, reporting tools, and contract administration practices across the division.
• Support and monitor JOC programs, including task order development, cost proposal reviews, contractor performance tracking, and budget management.
• Establish and maintain program-level metrics, dashboards, schedules, and reporting to improve transparency, accountability, and project performance.
• Coordinate project budgeting, funding allocations, forecasting, and expenditure tracking for capital programs.
• Facilitate lessons learned, best practices, and continuous improvement initiatives to drive consistency among project managers and project teams.
• Support asset management initiatives and ensure project records, closeout documentation, and as-built information are properly integrated into City systems.
• Provide quality assurance oversight of consultant deliverables, project documentation, procurement packages, and contract compliance activities.

Required Skills & Experience
3+ years of experience administering capital projects, public works programs, utility infrastructure programs, or large-scale construction projects
Experience working with asset management systems, project management software, and enterprise reporting tools.
Experience supporting large project with various stakeholders
Nice to Have Skills & Experience
Experience reviewing and approving contractor and consultant pay applications, change orders, and contract amendments.
