Insight Global is seeking a Permitting Manager for a top telecommunications client. This candidate will lead permitting efforts supporting fiber network construction projects across Arizona, overseeing the full permit lifecycle from application through approval and closeout. The ideal candidate will partner closely with engineering teams, municipalities, utility authorities, and construction partners to ensure regulatory compliance, minimize project delays, and support successful fiber infrastructure deployment. This role is heavily focused on ROW permitting, stakeholder coordination, process improvement, and driving permitting strategies that align with construction timelines.

Required Skills & Experience
Must-Haves:
• College degree and/or equivalent 5+ years experience in similar field.
• Positive attitude, and eagerness to learn new things, team player.
• Strong understanding of ROW permitting processes for underground utility and fiber optic construction.
• Experience working with municipal, county, state, and transportation agencies.
• Must be detail oriented with the ability to multitask in a fast paced environment.
• Proficiency with permitting databases, project tracking tools, and Microsoft Office.
• Strong organizational, negotiation, and communication skills.
• Ability to manage multiple projects and priorities simultaneously.
• Ability to work with others on all responsibilities.
Nice to Have Skills & Experience
Plusses:
• Experience supporting large-scale dark fiber, broadband, telecommunications, or utility infrastructure deployments.
• Familiarity with GIS platforms, AutoCAD, and OSP design documentation.
• Knowledge of utility locating, potholing, trenching, directional drilling, and underground construction methodologies.
• Experience managing permitting activities across multiple jurisdictions and states.
• Industry certifications related to telecommunications, construction management, or project management are a plus.
Day-to-Day:
• Lead all permitting activities supporting fiber network construction projects throughout Arizona.
• Manage permit applications, approvals, closeouts, and acquisition schedules.
• Coordinate with municipalities, state agencies, utility authorities, engineering teams, and contractors.
• Track permit status, timelines, risks, and compliance requirements.
• Serve as the primary escalation point for permit-related issues.
• Maintain permitting documentation, dashboards, and status reporting.
• Drive process improvements, standardization, and permitting best practices.
• Support project schedules by forecasting permitting risks and implementing mitigation plans.
