Job Description
Our client is seeking a highly motivated Project Manager with strong experience delivering Department of Defense (DoD) and Defense Health Agency (DHA) construction projects, with an emphasis on medical facility HVAC and mechanical renovations.
This role requires a proven leader who can manage all aspects of mission-critical projects in active healthcare environments, ensuring compliance with strict federal, medical, and safety standards while minimizing disruption to patient care. The Project Manager will oversee multi-disciplinary teams, coordinate with government stakeholders, and deliver projects that directly support military readiness and healthcare operations for service members, veterans, and their families.
• Manage the full lifecycle of HVAC and mechanical renovation projects in federal medical facilities, from planning through commissioning and closeout.
• Lead cross-functional project teams, including subcontractors, engineers, safety staff, and quality control personnel.
• Prepare and maintain detailed project schedules, budgets, and controls in compliance with federal acquisition processes.
• Oversee submittals, RFIs, commissioning, and testing to ensure compliance with UFC, NFPA 99/101, FGI Guidelines, Joint Commission standards, and DHA-specific requirements.
• Serve as the primary point of contact with contracting officers, CORs, facility managers, and medical stakeholders.
• Administer all project documentation, including change orders, risk tracking, cost reporting, and federal contract deliverables.
• Ensure compliance with Infection Control Risk Assessments (ICRA), Interim Life Safety Measures (ILSM), and facility-specific safety protocols to protect patients and staff.
• Champion energy-efficient and sustainable HVAC solutions that align with federal and DHA goals.
• Conduct project meetings, resolve issues proactively, and maintain accountability across all stakeholders.

Required Skills & Experience
• 5+ years’ experience managing federal DoD construction projects (medical HVAC/mechanical experience strongly preferred).
• Bachelor’s degree in Mechanical Engineering, Construction Management, or related field.
• PMP certification preferred (or demonstrated equivalent project management expertise).
• Strong working knowledge of federal acquisition processes, USACE/NAVFAC/USAF standards, and DHA project requirements.
• Experience managing projects in occupied healthcare environments, balancing construction execution with patient care.
• Active security clearance or ability to obtain one.
Nice to Have Skills & Experience
• Previous project management experience in DHA hospitals, outpatient clinics, or laboratories.
• Expertise with medical gas systems, BAS/controls integration, and life safety systems.
• Familiarity with ICRA protocols, Joint Commission readiness, and DHA-specific compliance requirements.
• Experience managing federal design-build contracts, IDIQ/MATOC task orders, and multiple concurrent projects.
• Knowledge of Procore, Primavera P6, RMS/QCS, or similar federal project management systems.
• LEED accreditation or demonstrated background in sustainable/energy-efficient healthcare design.
• Direct involvement in commissioning, test and balance (TAB), and medical cleanroom systems.
