Job Description
The Capital Project Manager oversees a portfolio of 6–8 small capital projects (typically <$1M) within a refinery environment, ensuring successful delivery from planning through execution and closeout. This role is responsible for driving projects that support site reliability, production, and operational improvements while maintaining strict adherence to safety, environmental, and corporate standards. You will lead cross-functional teams, manage budgets and schedules, and ensure projects are completed safely, on time, and within budget using established methodologies (PIPE). This role also plays a key part in turnaround planning, site integration, and continuous improvement efforts across capital project execution.
• Project Execution: Manage projects from FEL 2 through MOC closure, including planning, budgeting, scheduling, and reporting
• Safety & Compliance: Ensure adherence to safety, environmental, and MOC requirements; support audits and CAPA tracking
• Quality & Process: Apply PIPE methodology to control scope, cost, and schedule; complete project closeouts and lessons learned
• Turnaround Support: Integrate projects into turnaround planning and execution, including constructability reviews
• Cost & Performance: Track project costs, manage bidding processes, and deliver on budget, schedule, and quality targets
• Collaboration: Lead cross-functional teams and align with site stakeholders to support production and reliability goals

Required Skills & Experience
• 5–10+ years in refining, energy, or industrial environments
• 3+ years managing capital projects (small projects <$1M)
• Exposure to projects involving process piping, rotating equipment, mechanical, or electrical systems
• HS Diploma
• Strong communicator who can coordinate across operations, engineering, and contractors
• Familiarity with piping specifications and material standards (ATI or similar)
Nice to Have Skills & Experience
- Bachelor’s degree in Engineering, Construction Management, or related technical field preferred
