Deputy Director of Budget and Strategic Planning

Insight Global is seeking a Deputy Director of Budget and Strategic Planning for a top local government client. This candidate will serve as the principal deputy to the department Director, overseeing critical budget operations, strategic planning initiatives, legislative fiscal analysis, and team development efforts. The ideal candidate will bring a strong blend of municipal budgeting expertise, people leadership, and executive-level communication skills. This individual will play a key role in strengthening performance-informed budgeting practices, building long-term financial forecasting capabilities, modernizing budget systems and processes, and supporting high-impact decisions that shape citywide services and strategic investments. This is a highly visible leadership opportunity for someone who enjoys influencing public policy through sound fiscal management while developing high-performing teams and driving organizational excellence

- Bachelor's degree in Accounting, Business Administration, Economics, Finance, Public Administration, or a closely related field.
- Seven (7) years of progressively responsible experience in public administration, municipal finance, or budgeting.
- Prior supervisory or lead-worker experience.
- Experience reviewing legislation (ordinances and resolutions) and assessing fiscal impacts.
- Strong written communication skills for executive and legislative audiences.
- Strong data analytics and financial analysis capabilities
- Hands-on experience managing budget development, monitoring, forecasting, and amendments
Ability to lead teams, develop staff, and drive accountability

- Master's degree in Accounting, Business Administration, Economics, Public Administration, or related field
- CPA, CGFO, or related professional certification
- Experience implementing performance-based/performance-informed budgeting programs
- Experience building multi-year financial forecasting models
- Experience with budgeting and ERP platforms such as Gravity, Oracle, or similar systems
- Experience working with external financial or debt advisors
- Experience in a unionized public-sector environment
Process improvement and technology modernization experience within finance or budgeting functions
