Job Description
Insight Global is seeking a Project Manager of Utilities for one of their local government clients. The ideal candidate will have engineering experience within water and sewer projects for a local jurisdiction or utility company. Responsibilities include but are not limited to:
- Performs sound contract administration and project management functions.
- Prepares and participates in the preparation of project specifications and bid documents related to Utility Capital Improvement and 3R Projects.
- Reviews detailed engineering construction drawings, plans and specifications in accordance with state and Town standards, Town ordinances, and proper engineering design standards as related to proposed and existing Town water and sanitary sewer infrastructure.
- Supplies data, technical support, review of and response to, Requests for Information (RFI), materials specifications, cut sheets, bypass pumping plans, water system shut down plans and all other contractor submissions required to conduct safe and efficient system operations.
- Tracks and administers contracts, including scope, schedule, and budget.
- Drafts memoranda and resolutions for presentation to Town Council.
- Reviews and evaluates bids received for construction projects and recommends approval of consulting contracts and construction projects.
- Issues notices to proceed; attends and conducts pre-bid meetings, bid openings, interviews, project kick-off meetings, pre-construction meetings and construction progress meetings.
- Reviews and makes recommendations regarding change orders as needed.
- Reviews, approves and processes payments for consulting and construction contracts while ensuring accuracy and thoroughness.
- Manages design and construction of assigned Capital Improvement Project (CIP) and 3R projects, and tracks construction timelines and schedules.
- Processes plans and permits through local, state and federal agencies.
- Negotiates individual task orders for engineering consulting services. Provides data to engineers, coordinates with the engineering consultant as necessary, including reviews of engineering submittals.
- Maintains accurate and thorough project documentation; files all associated project details and paperwork. Provides status updates on all assigned tasks and projects upon request.
- Develops, refines and follows the Department of Utilities’ project initiation and closeout procedures. Reviews and updates various project management standards.
- Conducts field surveys, site visits and project inspections as necessary.

Required Skills & Experience
- Bachelor’s degree with some course work in civil engineering, construction, or a related field, or equivalent combination of education and experience.
- Minimum of five (5) years of progressively responsible experience in civil engineering construction or construction management, including a minimum of three (3) years of water and wastewater systems and facilities; or equivalent combination of education and experience.
- Possession of a valid driver's license and a safe driving record.
Nice to Have Skills & Experience
- Bachelor’s degree or master’s degree in civil engineering or related field.
- Certification as a Project Management Professional, (PMP), or certification as a Certified Construction Manager (CCM).
- Licensed as a Professional Engineer (PE) in the Commonwealth of Virginia.
- Certified Public Procurement Buyer (CPPB)
- Virginia Contracting Associate Certification (VCA)
- Bilingual in English/Spanish.
