Job Description

Our client is seeking a Construction PMO Manager to support federal government construction contracts across the Asia, Pacific, and Indian Ocean (APAC) regions. This is a net‑new leadership role responsible for establishing and overseeing a centralized Program Management Office (PMO) that provides shared services across multiple active construction contracts.
This role sits within the APAC Engineering Services organization and reports directly to the Director of Operations. The Construction PMO Manager will lead a team of 15–20 shared‑services professionals, including 2 supervisors/managers, and indirectly support multiple Project Managers executing self‑perform construction work overseas.
The position blends hands‑on execution with strategic leadership, requiring someone who can roll up their sleeves, build structure, improve integration, and drive organizational change — not just talk about it.

Key Responsibilities
PMO & Shared Services Leadership

Establish, lead, and mature a construction PMO tailored to federal and overseas construction programs
Oversee shared services across:

Program‑level accounting
Contracting
HR
Estimating
Procurement
Other administrative and operational support functions


Manage and develop a 15–20 person team, including 2 supervisors/managers

Portfolio & Program Oversight

Provide governance and structure across multiple concurrent construction contracts
Maintain program pipelines aligned to operational priorities and growth strategy
Ensure consistent execution across schedule, cost, quality, safety, and compliance

Project Controls & Reporting

Oversee project controls including:

Cost management
Risk and issue tracking
Forecasting and performance monitoring


Produce weekly operational dashboards and monthly executive portfolio reports
Distill actionable insights from data and help teams lead proactively rather than react to trailing indicators

Organizational Integration & Process Improvement

Improve integration of shared services across project teams
Define, document, and standardize processes and procedures
Lead change initiatives to improve how teams operate and collaborate
Support a shift toward self‑sufficient APAC operations, distinct from corporate engineering models

Stakeholder & Government Interface

Serve as a senior liaison to:

U.S. government stakeholders
Program and contract representatives
Internal leadership and corporate support teams in the U.S.


Ensure compliance with contractual and regulatory requirements across all programs

Business Growth Support

Contribute to business development efforts by:

Supporting proposal strategies
Demonstrating PMO maturity and delivery capability
Helping position the organization for new federal construction awards

Required Skills & Experience

ducation

Bachelor’s degree in:

Construction Management
Engineering
Business Administration
Operations
Or related field

5+ years of people or team management experience
Background in construction‑related environments
Experience leading service or support functions
Proven ability to manage multiple functions simultaneously
Federal, military, or state government exposure
Experience in the following:
JAMIS or Costpoint
Power BI
Oracle Primavera P6 (PM software)
Microsoft Office / Microsoft tools

Nice to Have Skills & Experience

Navy or military construction experience
