Job Description
Our client is seeking an experienced Project Engineer, called onsite an Project Specialist, to support multiple technical projects within a federal construction environment. The ideal candidate will have a strong background in construction administration, project management, and financial oversight. This role requires collaboration across cross-functional teams, including engineering, construction, and finance, to ensure project success and compliance with federal regulations.
Responsibilities/Job Functions
Project Support:
1. Assist multiple technical projects with full budget/finance information (for each project)
2. Participate in project meetings to document status, action items, risks, and next steps
3. Work together with Finance, Project Manager and Contracting Officer to maintain project budget (track costs) and status dashboards
4. Assist with monthly invoice reviews (pencil requisitions) to verify the construction work completed is in line with the Schedule of Values, ensure that payments to the contractor are accurately based on the percentage of work completed on the project; check all the appropriate documentation and project records to support the invoice payment request; and finally cross-check any changes during the pencil walk are incorporated into the formal pay application
5. Document the technical, financial and personnel aspects of each project
6. Manage the intake and distribution of construction project files, such as Submittals and RFIs
7. Collaborate across cross-functional teams (engineering, construction, finance) to ensure project success
Financial Responsibilities:
1. Assist in development of plans, including spend plans, budget exhibits and reports
2. Assist in responding to financial audit requests and the research and closing of unliquidated obligations.
3. Monitor and report execution performance against plans
4. Learn/perform division procurement transactions (PRs, MIPRs) amendments, obligations, de-obligations, and de-commitments
5. Prepare or review supporting documents for procurement transactions (PRs, MIPRs)
6. Assist with extracting status of funds and other related reports
7. File new work with previously filed documents
Cross-Functional Collaboration:
1. Work closely with cross-functional teams, including engineering, construction, and finance, to ensure project success.
2. Ensure that all project documentation is accurate and up-to-date, including technical, financial, and personnel records.

Required Skills & Experience
1. Bachelors degree and 1 prior year of experience OR 4 years of prior experience in lieu of degree
2. Knowledge:
o Strong understanding of construction administration.
o Knowledge of basic business principles sufficient to project and monitor expenses
o Ability to intake, distribute and track construction contract files for action by various stakeholders.
4. Citizenship: Must be a U.S. Citizen.
5. Clearance: Must be able to pass and maintain a Public Trust clearance (HSPD-12 fingerprint background check).
6. Position fully on-site at Arlington, VA
Nice to Have Skills & Experience
1. Associate’s degree in a related field.
2. Experience working in a federal or government construction environment.
3. Familiarity with federal procurement processes, including Purchase Requests (PR) and Military Interdepartmental Purchase Requests (MIPRs).
4. Experience with financial tracking and reporting in a project management context.
5. Strong organizational skills and attention to detail.
