Job Description

Insight Global is seeking a Principal Engineer to assist with the following responsibilities:
Coordinates and directs the DPU Lead Free Water Program by providing daily planning, administration, and management over a consultant team and DPU program contributors.
Reviews invoices and manages consultant and construction contracts, including for Build America, Buy America and Davis-Bacon compliance.
Coordinates closely with Water Distribution Design and O&M to develop a block-by-block LSLR program that works with DPU water main renewal and service line projects.
Coordinates program messaging to the public and internal stakeholders with DPU Communications team.
Ensures reporting to Virginia Department of Health is completed in a timely manner, including submittals for new funding requests.
Develops and updates workflows, Operation Manuals, Standard Operating Procedures (SOP) and other materials related to the program.
Analyzes data and provides reports and recommendations for improved workflow efficiencies. Coordinates production of daily/weekly/monthly status reports as necessary.
Identifies and develops strategies and new program elements to meet LFW program objectives and works with staff to implement policy and procedural changes.
Performs routine technical and administrative functions including attending departmental policy meetings and prepares status reports for City Council.
Prepares budget justifications for specific area of responsibility. Prepares and monitors program budget and expenses.
Identifies type and scope of work and develops work specifications, interfaces with vendors, contractors and consultants to direct, coordinate, inspect and accept work; identifies and resolves problems associated with contract work; recommends modifications to contract scope of work and/or enforcement of contract language.
Performs other related duties and projects as assigned at the discretion of the immediate supervisor.
Salary up to $140,000 depending on experience

Required Skills & Experience

Bachelor's degree from an accredited college or university
Five (5) years of experience managing infrastructure projects or programs
Utility and infrastructure planning, design, and construction
Environmental programs and compliance
Project and program management, including contract management, task delegation/work planning, budget allocation and tracking, and leadership

Nice to Have Skills & Experience

Experience associated with the Lead and Copper Rule and removal of lead service lines is desirable.
Project Management Professional (PMP) certification is desirable.
