Job Description

We are seeking a Project Manager/Federal Budget Analyst to join our growing team. The candidate will lead a team of Business Analysts for the VA while providing business, financial, and technical-advisory support for the Information Technology Account Managers.
Roles/Responsibilities:
Oversee a Portfolio Team operations and personnel to ensure smooth and productive interactions with government staff and fulfillment of government deliverables
Act in an advisory capacity to IT BIOS staff in regard to IT, budget, and business process analysis
Orchestrate and assist in the intake of new technical requests from business partners
Determine areas of improvement for Business Processes and present improved business plans and workflows to government staff
Analyze Excel budget plans ranging from a one-year perspective to multi-year plans to provide advisory input regarding the allocation of Benefits funding
Provide support to government staff in both planning and hosting working groups, planning sessions, weekly meetings, and conferences
Perform high-level reviews of technical projects to provide analysis and areas of improvement

Skills & Qualifications:
Experience and deep understanding of CPIC and PPBE
Ability to understand, edit, and as-needed create both Multi-Year and Single-Year Budget Operating Plans in the form of Excel spreadsheets
Ability to pivot with changing demands
Ability to grasp senior leadership concepts and establish follow-up action steps
Comprehend technical systems and terminology such as APIs, RPA, and Enterprise Applications
Communication skills allowing for both cooperative communication and conflict resolution with government staff and coworkers from a wide array of backgrounds and positions
Expert with the Microsoft Office suite of products (Microsoft Word, Excel, Visio, PowerPoint, Teams and SharePoint)
High degree of leadership and management proficiency
High level of competency in creating organized and aesthetically appealing Microsoft PowerPoint presentations
Other Requirements:
Master's Degree in Engineering, Computer Science, Systems, Business or related scientific/technical discipline
15 years of experience, with 5+ years of experience in federal acquisition support
VA experience a plus (especially within OIT)
Must have excellent analytical skills
Exceptional organizational skills, attention to detail, and ability to work under tight deadlines
Competent communication skills and ability to interact with a diverse range of business partners
Familiarity with government budget planning and financial spreadsheets

The pay for this position ranges from $65-75/hr with a conversion salary of $140-155k depending on years of experience.

Required Skills & Experience

- Masters Degree
- 15 years of experience in budgeting
- 5 years of experience with PPBE or CPIC
