Job Description
The Business Analyst Technical Writer will provide Business Operations Support (BOS) to the United States (U.S.) Army Intelligence and Security Command (INSCOM) Headquarters (HQs) Command Services Office (CSO) in Ft. Belvoir, VA. In conjunction with the INSCOM CSO, Contract Action Preparation Team (CPAT), the Business Analyst Technical Writer will assist INSCOM Requiring Activities (RA) with the development of requirements packages. The Business Analyst Technical Writer will ensure the effective articulation of project requirements through the preparation of applicable requirements documents for the requirements package.
Required Skills & Experience
* ***This position requires an active TS/SCI clearance***
* BS/BA degree in English or related field.
* At least seven (7) years of experience technical writing.
* Experience working in a federal environment and apart of the contract writing proposal stage (RFP)
Reviews the Federal Acquisition Regulation (FAR), other regulatory, and Agency specific documents material to determine, based on the RA's need which requirements documents are needed for complete requirements package.
* Ability to determine the needs of end users by transforming their requirements into acquisition related documents SOW, PWS etc.
* Ability to study services or products and translate the requirements into written documentation.
* Ability to organize and write supporting documents for products and or services.
Ability to use photographs, drawings, diagrams, animation, and charts that increase users' understanding.

* Gathers and analyzes relevant information to understand RA's objectives and constraints.
* Participates in meetings with stakeholders to elicit their needs, expectations, and preferences of the desired outcome.
* Reviews the Federal Acquisition Regulation (FAR), other regulatory, and Agency specific documents material to determine, based on the RA's need which requirements documents are needed for complete requirements package.
* Takes the gathered information and create clear, concise, and unambiguous requirement statements and documents.
* Validates and verifies with the appropriate stakeholders that the prepared documents communicate the desired need.
* Submits these documents to the Contracting Office via the Requirements Package Assistant (RPA) Tool in the Virtual Contracting Enterprise (VCE) Paperless Contract File (PCF) information system or transmitted via email.
* Makes changes to the requirements package based on contracting and legal review of the documents if needed.
* Uses Microsoft 365 to perform intermediate skill level tasks using the Microsoft 365 applications Microsoft Excel, Microsoft Word, Microsoft Outlook, Microsoft Teams, and Microsoft SharePoint. Performs other job related duties as assigned.
