Job Description
Insight Global is looking for a Director of Business Development that will be working on site in Austin, TX and support a public-private partnership of preeminent semiconductor systems and defense electronics companies, national labs, and academic institutions. Their mission is to advance the state-of-the-art in critical semiconductor domains such as advanced packaging, and in the process to help restore U.S. leadership in semiconductor manufacturing. They are developing cutting-edge semiconductor manufacturing equipment and processes that will define future roadmaps of semiconductor logic, memory, heterogenous integration, chip cooling, etc. They are Backed by $1.4 billion in combined funding from DARPA, Texas state initiatives, and strategic partners, they are building foundational capabilities in advanced packaging and integrated design infrastructure to restore U.S. leadership in microelectronics manufacturing.
The Director of Business Development will be responsible for developing and executing strategic growth initiatives, expanding industry partnerships, securing new revenue opportunities, and strengthening relationships across government, defense, semiconductor, research, and academic ecosystems. This individual will serve as a key ambassador and play a critical role in accelerating commercialization, consortium expansion, and long-term strategic investments.
Key Responsibilities
Strategic Growth & Partnership Development:
Develop and execute business development strategy aligned with organizational growth objectives and national semiconductor initiatives.
Build and expand relationships with semiconductor manufacturers, OSATs, defense contractors, equipment suppliers, materials providers, research institutions, and government stakeholders.
Identify, qualify, and pursue new business opportunities that increase consortium membership, research collaborations, technology partnerships, and funding opportunities.
Establish strategic partnerships that support advanced packaging, 3D heterogeneous integration, workforce development, and manufacturing innovation initiatives.
Represent at industry conferences, government forums, trade organizations, and executive-level meetings.
Government & Defense Engagement:
Cultivate relationships with federal agencies including DARPA, DoD organizations, CHIPS Act stakeholders, national laboratories, and state economic development agencies.
Support acquisition and management of strategic government-funded initiatives and public-private partnership opportunities.
Monitor federal semiconductor investment programs, technology roadmaps, and defense modernization priorities to identify growth opportunities.
Industry Consortium Development
Expand participation among semiconductor, electronics, aerospace, defense, and technology organizations.
Develop engagement models that create value for consortium members, sponsors, and strategic partners.
Collaborate with executive leadership to establish long-term industry partnerships that enhance TIE's technology ecosystem and manufacturing capabilities.
Lead executive-level discussions around innovation programs, manufacturing initiatives, workforce development efforts, and research collaborations.
Revenue & Pipeline Management
Build and manage a robust pipeline of partnership, sponsorship, and funding opportunities.
Develop strategic account plans for key industry and government stakeholders.
Lead contract negotiations, partnership agreements, and collaboration frameworks.
Create business cases, executive presentations, and investment proposals for prospective partners and funding organizations.
Track KPIs, business development metrics, partnership performance, and revenue forecasts.
Executive Leadership & Cross-Functional Collaboration
Partner closely with executive leadership, engineering teams, manufacturing leaders, research organizations, and workforce development stakeholders.
Translate complex semiconductor technologies into compelling business value propositions for prospective partners.
Support go-to-market strategies for emerging manufacturing capabilities, pilot lines, research programs, and technology initiatives.
Provide market intelligence and competitive analysis to help shape organizational strategy.

Required Skills & Experience
Bachelor's degree in Business, Engineering, Technology, Public Policy, or related field.
10+ years of business development, strategic partnerships, government relations, account management, or technology commercialization experience.
Experience working within semiconductor, microelectronics, advanced manufacturing, aerospace, defense, government technology, or research organizations.
Proven track record developing executive-level relationships and securing strategic partnerships.
Experience managing complex sales cycles involving government agencies, academic institutions, and large enterprise organizations.
Strong understanding of public-private partnerships, research consortiums, government-funded initiatives, or advanced technology ecosystems.
Exceptional executive communication, negotiation, and presentation skills.
Ability to travel as needed for strategic meetings, conferences, and industry engagement.
Nice to Have Skills & Experience
Advanced degree (MBA, Engineering, Public Policy, or related discipline).
Semiconductor industry experience, particularly within advanced packaging, semiconductor manufacturing, EDA, design enablement, or heterogeneous integration technologies.
Experience supporting federally funded R&D programs, DARPA initiatives, CHIPS Act programs, or defense technology organizations.
Existing relationships within semiconductor manufacturers, materials suppliers, equipment providers, national labs, research institutions, or government agencies.
Knowledge of semiconductor supply chains, manufacturing operations, technology roadmaps, and commercialization strategies.
