Job Description
We are seeking an experienced Site Safety & Health Officer (SSHO) / Superintendent to support a Military Construction (MILCON) project at Fort Bliss. The SSHO will ensure full compliance with Federal, DoD, and USACE safety regulations while leading all jobsite safety initiatives. This position plays a critical role in maintaining a safe working environment for all personnel and subcontractors on site.
Key Responsibilities
• Implement, manage, and enforce the project’s Accident Prevention Plan (APP) and Activity Hazard Analyses (AHAs).
• Conduct daily site safety inspections in accordance with USACE EM 385 1 1 standards and maintain all required documentation.
• Lead daily Safety/Toolbox Talks and facilitate weekly safety meetings.
• Identify, document, and mitigate jobsite hazards; ensure corrective actions are completed promptly.
• Maintain safety logs, training records, equipment inspection reports, and incident documentation.
• Monitor subcontractor safety performance to ensure full compliance with Federal and project specific safety requirements.
• Assist with incident investigations, root cause analyses, and corrective action plans.
• Coordinate with the Quality Control Manager and Site Superintendent regarding risk mitigation and field operations.
• Enforce proper PPE use and adherence to all safety procedures.
• Serve as the primary point of contact for safety matters with the Government (USACE/NAVFAC) and internal project stakeholders.

Required Skills & Experience
• 5+ years of construction industry safety experience on projects of similar size/complexity, OR
3+ years of experience supporting USACE/NAVFAC/MILCON projects.
• OSHA 30 Hour Construction Safety certification (required).
• Current First Aid/CPR/AED certification (required).
• Training in EM 385 1 1.
• Strong knowledge of EM 385 1 1, FAR/DFARS, and DoD safety standards.
• Ability to conduct/document inspections, meetings, and training in compliance with USACE requirements.
• Strong communication, leadership, and enforcement skills.
Nice to Have Skills & Experience
• Professional safety certifications such as CHST, STS, CSP, or OHST.
• Prior experience serving as an SSHO on a USACE managed project.
• Familiarity with government reporting systems such as RMS or QCM.
