Job Description

The Director of Operations (Construction) is responsible for leading and managing a regional portfolio of federal design-build and design-bid-build construction projects totaling over $30M annually. This role oversees all lifecycle construction activities, ensures regulatory and contractual compliance, and drives operational excellence across the Southwest region. The Director will also lead a high-performing team, support business development efforts, and implement data-driven strategies to optimize performance.

Key Responsibilities
Project Delivery & Execution

Oversee full lifecycle of federal construction contracts from startup to closeout
Ensure high-quality construction plans and schedules that meet safety and contract standards
Conduct jobsite visits, monitor performance, and implement corrective actions
Provide contract interpretation and support to project managers
Negotiate modifications with government personnel and subcontractors
Lead project closeout, retainage recovery, and claims resolution

Financial Management

Manage regional P&L and project budgets
Forecast costs, control expenses, and ensure financial performance aligns with targets

Growth & Business Development

Support pipeline development and market share expansion
Review and approve RFPs and proposals, including technical narratives, pricing, and schedules
Increase self-performance and cross-sell opportunities

Operational Strategy & Data Analytics

Develop and execute strategies informed by data insights
Monitor KPIs including revenue, margin, utilization, growth, and safety

Team Leadership

Hire, mentor, and manage a team of construction professionals
Foster a culture of accountability, growth, and collaboration
Manage alliance and contractor relationships

Required Skills & Experience

Bachelor’s degree in Construction Management, Engineering, Business Administration, or related field
Minimum 10 years of construction experience managing $15M+ federal portfolios
At least 7 years of direct team management experience
Deep understanding of federal contracts, FAR/DFARS regulations, and compliance
Strong leadership, communication, and interpersonal skills
Proficiency in Microsoft Office Suite and project management tools
Must pass OSHA 10-hour safety course

Nice to Have Skills & Experience

CHC, PMP, CM, or PE certification
Experience with data-driven operational strategy
Strategic mindset with attention to detail and compliance
