Job Description
A client in Richmond, TX is looking for a Division Stormwater Compliance Specialist to support the Southwest Division. This person will manage the Division Stormwater Management Program with respect to Clean Water Act Sections 301, 402 and 404: National Pollutant Discharge Elimination System (NPDES), as well as applicable federal, state, and local stormwater regulations.
- Regulatory Oversight: Submit stormwater permit applications and ensure compliance with federal, state, and local regulations, in alignment with D.R. Horton standards. .
- Documentation & Permits: Prepare and manage SWPPPs, NOIs, NOCs, NOTs, and permit updates.
- Field Audits (80% of role): Conduct weekly inspections of all active construction sites to verify BMPs for storm water and ensure equipment is properly installed and maintained to prevent stormwater pollution. Conduct inspections and audits; issue corrective actions to maintain compliance.
- Compliance Oversight: Review and audit reports from third-party compliance companies, ensuring corrective actions and violations are addressed within 7 days.
- Site Coverage: Visit each active site within the division at least once per week, spending approximately 10–15 minutes per site.
- Team Collaboration:
Participate in weekly site meetings and coordinate with field inspectors, contractors, and internal teams.
- Contractor Direction:
Provide clear guidance to contractors on compliance expectations; strong communication skills and assertiveness are essential

Required Skills & Experience
• HS Diploma or GED
• 2-3+ years of stormwater related experience
• Possess one of the following four national stormwater certifications:
o Certified Professional in Erosion and Sediment Control (CPESC)
o Certified Erosion, Sediment, and Stormwater Inspector (CESSWI)
o Certified Professional in Stormwater Quality (CPSWQ)
o Certified Inspector of Sediment and Erosion Control(CISEC)
• Proficiency with MS Office and email
