Job Description

Insight Global is looking to bring an experienced Structural/Civil Construction Manager to oversee and coordinate the construction efforts for a Design-Build project in Laredo, TX. This individual will serve as the primary on-site Government representative, ensuring compliance with project specifications, contractual requirements, and federal regulations. The Construction Manager will play a key role in inspections, contractor oversight, and project documentation, working closely with the Government to support project execution.

The Construction Manager will be on-site daily (Monday–Friday), overseeing progress, assisting with RFI responses, attending project meetings, and supporting the Government in contract administration. The project is currently at 95% design completion, with site grading in progress.

o Supervision & Oversight

o Document daily operations via daily report and field photos.

o Ensure compliance with construction plans, specifications, and applicable regulations.

o Evaluate construction progress, identify challenges, and recommend solutions to the Resident Engineer.

· Project Management & Coordination

o Act as a trusted advisor to the Government, assisting in managing the Design-Build Contractor (DBC).

o Ensure all project documentation is accurate, up-to-date, and well-organized (correspondence, meeting notes, pay vouchers, deliverables, submittals, RFIs, reports, etc.).

o Respond to Government and DBC inquiries within seven days.

o Review and provide insights on project schedules, deliverables, RFIs, as-builts, redlines, change orders, and budgets.

o Verify site safety and health standards in accordance with all applicable federal, state, and local regulations.

o Maintain strict adherence to the Construction Management Association of America (CMAA) Code of Ethics.

o Reporting & Documentation

o Prepare and submit daily reports summarizing project activities and progress.

o Conduct daily site inspections, documenting findings with at least five photographs per day.

Required Skills & Experience

o Education & Experience:

o Bachelor’s degree in construction management, engineering, or a related field, OR 15+ years of experience in construction management.

o Minimum 10 years of technical and/or supervisory experience in large-scale construction projects valued at over $100M.

o Design Build experience (ground up contraction)

o Proficiency in construction inspection, contract compliance, and project documentation.

o Certifications (At least one certification required)

· Certified Construction Manager (CCM)

· Professional Engineer (PE)

· Engineer in Training (EIT)

· NICET Level III

· NACE Level II

· Other nationally recognized construction management certification

Nice to Have Skills & Experience

o Extensive knowledge of federal government contracting and the Federal Acquisition Regulation (FAR).
