Job Description

An employer is looking for a Global HR Lead to scale and build out the clients new digital/ technology organization in Bogot , Colombia. This individual will be responsible for setting up the physical office space, building business practices, scaling operations, and serving as the on-the-ground leader for the organization. You will play a critical role in strategic planning, operational setup, governance, talent acquisition, stakeholder management, and financial oversight. This leader will work closely with multiple corporate teams to ensure operational alignment with global strategies and business goals. The ideal candidate has a proven track record in setting up and scaling new business operations, with expertise in executive leadership, change management, stakeholder engagement, and cross-functional collaboration.
Key Responsibilities:
1. Center Establishment & Business Operations
Find and secure office space that meets operational needs and aligns with global standards.
In partnership with US stakeholders, establish core business functions, including HR, finance, legal, IT, and administrative processes.
Develop and implement policies, governance frameworks, and operational guidelines to ensure efficiency and compliance.
Build and foster a strong center culture that promotes collaboration, innovation, and a sense of belonging.
2. Strategic Leadership & Growth
Develop and execute the centers strategic roadmap, ensuring alignment with clients global vision and objectives.
Scale the entity by developing a robust talent strategy to attract, hire, and retain top digital and technology talent in Colombia.
Act as the primary liaison between the center leadership, and global stakeholders.
Drive initiatives to position the Bogot center as a key Global Capability Center (GCC) within clients operational network.
3. Financial & Risk Management
Work with finance teams to establish budgeting, financial forecasting, and cost optimization strategies.
Ensure transparent cost and pricing structures to support future staff augmentation and shared services models.
Identify and mitigate risks, ensuring compliance with local regulations and global corporate policies.
4. Legal, Compliance & Governance
Ensure full compliance with local labor laws, tax regulations, and corporate policies.
Establish governance frameworks that align with internal legal, security, and compliance standards.
5. Stakeholder & Partner Management
Act as the face of the organization in Colombia, managing relationships with internal and external stakeholders.
Partner with corporate leadership and regional business units to ensure seamless collaboration.
Represent the center in regional industry networks and government relations efforts as needed.

Required Skills & Experience

10+ years experience in HR, sourcing and procurement for building out teams correlated to international operations (Nearshore, Offshore, etc.)
Background building out global organizations, teams, talent acquisition, and facilities
Experience managing the following processes related to Legal, HR, Finance, IT, and administrative functions
Experience supporting/ working for an enterprise digital/ technology organization
Background in establishing roadmaps related to financing, pricing structures, budget and related aspects
Executive stakeholder management experience across various
Well versed in Colombia employment and related laws, restrictions and practices

Nice to Have Skills & Experience

Prior experience with Global Capability Centers (GCCs) or Shared Services
Ecommerce, retail or QSR industry knowledge
Start up experience
