Job Description
The City of Greer is looking to add an experienced assistant city engineer to their team! This person will be in charge of administering and managing the civil and stormwater divisions for the City of Greer. Includes all city infrastructure, Capital Improvement Program and MS4/Stormwater program. Performs complex technical and professional work in the land development, engineering design, stormwater management design, and construction of public works and related projects.
* Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
* Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
* Manages the City Stormwater MS4 Program. Develops procedures, guidelines, and practices regarding stormwater management. Ensures City is in compliance with minimum control measures of the MS4 permit and compliance with the City's NPDES permit.
* Supervises the City's Stormwater, Engineering and Inspection staff, oversee field inspections, perform site plan reviews for engineering and stormwater disciplines, and utility fee management and compliance.
* Reviews development plans for compliance with the City's Stormwater programs, SCDHEC, and NPDES permits. Provides compliance comments, conduct pre-construction conferences, and issue grading permits. Coordinates/manages applicable permits, site inspections and site development close-out process.
* Manages field investigations and enforcement of illegal dumping, illicit discharge, illegal connections, and water quality monitoring.
* Manages the Civil Engineering staff and activity including street, sidewalk, pavement management, bridge maintenance and permit and plat review for internal City projects and development projects.
* Assist in developing and managing the design, construction, inspection and project delivery for Capital Improvement projects by contractor forces and/or internal Public Services staff.
* Manage watershed basin studies evaluating stormwater system condition and deficiencies and develop improvement projects from data collected.
* Coordinate transfer of all new infrastructure data into City GIS and Asset Management systems.
* Assist in development of Asset Management system for applicable City infrastructure.
* Manage Encroachment permitting, inspection and close out process.
* Coordinate Traffic Calming in accordance with City ordinance.
* Provides technical assistance to City Engineer, Engineering staff and to other City departments.
* Coordinates activities of other professional and technical employees on development projects.
* Supervises inspections of commercial/residential developments.
* Administers and implements the City's activities related to the administration of the National Flood Insurance Program, and reviews/approves permits for development in the City's floodplain.
* Manages roadway inspections and recommends street acceptance to Council.
Required Skills & Experience
* Bachelors in civil, structural, environmental or any related engineering field
* South Carolina P.E.
* 6 years of experience within engineering, public work operations and administration, or stormwater
* Experience being a supervisor or managing people
* Valid Driver's License
* Ability to obtain Erosion prevention and sediment control inspector and Floodplan Manager Certification within a year
