Job Description

We are seeking a senior‑level GIS Technical Program Manager with deep experience across the ESRI ecosystem to support and oversee a growing portfolio of internally developed GIS‑based business applications. This role blends hands‑on ESRI application development with technical program management, ensuring that GIS solutions are thoughtfully designed, well‑governed, and aligned with evolving business needs.
The ideal candidate is a versatile ESRI generalist who can design and build GIS dashboards and applications, administer and enhance ESRI systems, and partner closely with stakeholders to translate requirements into scalable, high‑impact geospatial solutions. This role works closely alongside analytics and visualization teams, serving as the ESRI counterpart to Tableau‑focused development efforts. This has a year + long contract duration and onsite 2x a week in Reading, PA.

Key Responsibilities
• Design, develop, and manage GIS applications and dashboards using the ESRI platform to support internal business initiatives
• Lead and oversee GIS programs and initiatives, ensuring solutions align with business requirements, architectural standards, and platform best practices
• Build and configure ESRI applications, workflows, and user experiences using tools such as Experience Builder, Workflow Manager, Survey123, and related ESRI products
• Support solution architecture, system enhancements, and ongoing optimization across ESRI environments
• Translate stakeholder needs into effective geospatial visualizations, dashboards, and applications
• Partner cross‑functionally with technical teams, product owners, and business stakeholders to gather requirements, define scope, and deliver solutions
• Provide technical oversight and coordination across GIS development efforts, balancing hands‑on delivery with program‑level management
• Administer and support ESRI systems, including geodatabases and platform configuration (administration experience strongly preferred)
• Ensure adherence to geospatial data standards, mapping best practices, and data governance principles

Required Skills & Experience

• Extensive experience developing and managing GIS applications on the ESRI platform
• Strong familiarity with ESRI tools, including but not limited to:
○ Experience Builder
○ Workflow Manager
○ Survey123
○ Geodatabase management
• Proven ability to design and build workflows, applications, and geospatial dashboards
• Strong understanding of geospatial data, mapping principles, and visualization best practices
Experience coordinating technical teams and working directly with business stakeholders

Nice to Have Skills & Experience

-Experience supporting advanced GIS initiatives such as Digital Twin programs
-ESRI platform administration experience (user management, system configuration, performance optimization)
