Job Description
A client of Insight Global is seeking a senior Business Analyst with deep experience in California D-SNP (Dual Eligible Special Needs Plans) operations. The ideal candidate will have hands-on expertise in application enrollment processing and financial reconciliation, with strong preference for experience supporting Market Prominence.
This role will focus on evaluating current state workflows, identifying gaps, and producing structured documentation to support process optimization, operational standardization, and training enablement.
Primary Responsibilities:
• Conduct current state assessment of enrollment and reconciliation processes
• Perform structured gap analysis across systems, data flows, and operational workflows
• Develop integrated end-to-end process diagrams (cross-functional/system flows)
• Create detailed desk-level procedures (DLPs)
• Document business requirements and operational workflows clearly and concisely
• Provide structured documentation to support LMS training development
• Partner with SMEs and technical teams to validate findings and recommendations

Required Skills & Experience
-5+ years Business Analyst experience in managed care/health plan environment
-Direct experience supporting California D-SNP plans
-Strong knowledge of:
1. Enrollment application processing
2. Eligibility workflows
3. Premium billing and financial reconciliation
- Experience conducting formal gap analysis
- Proven ability to develop process maps and operational documentation
Nice to Have Skills & Experience
- Experience with Market Prominence (strongly preferred)
- Knowledge of CMS and CA regulatory requirements
- Experience supporting training documentation or LMS enablement
