Job Description

Overall Description: The Senior Program Manager for EM&C Capital Infrastructure Improvements oversees major projects from planning to completion, requiring expertise in engineering, construction, and business practices. Excellent communication skills are essential.

Specific Responsibilities:

Manage design and construction phases.

Develop plans for capital grant applications.

Prepare and evaluate RFPs and contracts.

Ensure project plans meet standards.

Direct final design and specifications.

Prepare construction proposals.

Oversee engineering/design and construction.

Evaluate and recommend contract bids.

Coordinate construction activities.

Conduct inspections for compliance.

Consult on engineering issues.

Maintain construction cost data.

Provide cost estimates.

Establish cost estimating standards.

Develop initial budgets and project scopes.

Set goals for personnel and projects.

Support long-range capital planning.

Perform other duties as assigned.

Required Skills & Experience

Bachelor's degree in engineering or architecture

15 years of design, construction, or project management experience

registered Professional Engineer (PE) or Architect (RA)

Transit Operations experience
