Job Description
Reporting to the PMO Director, the Sr Technical Project Manager is accountable for delivery of a variety of projects within the Technical Maintenance portfolios in a professional, cost-effective and timely manner, ensuring that Nelnet achieves (or improves upon) the planned technical objectives and financial return from the project.
The role of the Sr Technical Project Manager is to plan, execute, and deliver technology-oriented initiatives (infrastructure as well as application development) to agreed constraints of scope, schedule and budget. This includes coordinating efforts of Line of Business as well as Shared Services resources requiring advance allocation, consultants and/or third-party contractors in order to deliver projects according to plan or apply strong change control management as required.
The Sr Technical Project Manager will also define the project’s objectives and oversee quality control within a system comprised of a blend of legacy and modern technologies. The Sr Technical Project Manager establishes and maintains a good working relationships with the client, reinforcing the Nelnet reputation while being financially responsible on projects they manage.
Responsibilities:
• Lead technical initiatives, particularly those involving technology infrastructure components: new deployments, upgrades, decomms/consolidations.
• Work closely with enterprise architecture and security leaders to secure stakeholder approvals for deployment of new technologies.
• Coordinate build activities and production deployments of infrastructure changes of varying sizes and complexities.
• Define project scope, goals and deliverables that support business goals in collaboration with senior management and stakeholders.
• Establish effective and appropriate project governance for the project.
• Develop full-scale project plans and associated communications documents.
• Plan and schedule project timelines and milestones using appropriate tools.
• Report effectively on project progress, problems encountered and their solutions by means of a project status report and also ad-hoc reports as appropriate.
• Effectively communicate project expectations to team members and stakeholders in a timely and clear fashion.
• Liaise with Client Services team and other partner teams within the organization on progress and issues.
• Work with Shared Services teams, such as Infrastructure, Security, Service Delivery and Release Management to remove impediments, orchestrate production release and deliver a fully operationalized system.
• Estimate the resources and participants needed to achieve project goals.
• Ensure proper financial management of the project including tracking planned hour variances and Estimate at Completion (EAC).
• Identify and manage project dependencies and critical path.
• Control project scope, schedule and budget thru an effective change control process and efficient resources management.
• Proactively manage changes in project scope, working with the client and internal project teams.
• Ensure proper risk management by documenting all risks and ensuring effective mitigation strategy. Devise contingency plans as necessary.
• Identify and assist in resolving issues and conflicts within the project team.
• Where applicable, coach, mentor, motivate and supervise project team members and contractors, and influence them to take positive action and responsibility for their assigned work.
• Develop or enhance best practices and tools for project execution and management.

Required Skills & Experience
Required Experience:
• 10 years of direct (recent) Project Management experience in implementation of complex enterprise software systems in financial services, banking or insurance institutions.
• Very good understanding of fundamental concepts related to technology infrastructure: on-prem and cloud components, operating systems, networking, databases, security, (firewall rules / network ports, high availability vs. DR, Windows vs. Unix/Linux, core RDBMS concepts, etc).
• Good understanding of application development and software delivery, both in agile as well as waterfall frameworks.
• Extensive experience working in large organizations, engaging with resources governed by a "shared services" model.
• PMP certification preferred, but not required.
• ITIL certification preferred, but not required.
• Collaborator and creative Problem Solver.
• Confident to use own judgement based on available information.
• Excellent communicator: verbal and written English language. Clear, succinct. Good listener.
