Job Description

Day to Day:
• Own change order pricing (owner and subcontractor side): scope validation, quantity re takeoff, crew build, production impacts, and pricing in MII with traceable WBS/CLIN mapping.
• Prepare REAs and equitable adjustments per FAR Changes clauses; coordinate TIA (Time Impact Analysis) with scheduling; quantify extended GC, stacking of trades, winter conditions, and inefficiency (e.g., Measured Mile where data allows).
• Apply field experience to identify scope gaps, sequencing challenges, and site-specific risks (e.g., access, laydown, dewatering, AT/FP requirements) early in the estimate.
• Assist in negotiations with COR/KO: present BOE, means & methods, and MII backup; reconcile to the Government’s IGE; reach fair and reasonable agreements aligned with district guidance.
• Develop pricing for design development changes on DB projects (RFCs, RFP clarifications); maintain running allowance/contingency drawdown logs with executive visibility.
• Support monthly cost control: align SOV with CLINs, validate change event accruals, and advise PM on budget moves to protect fee and cash flow.
• Price subcontractors change proposals: scope scrub, entitlement check, schedule correlation, and negotiation of markups consistent with contract requirements and district specific markup caps/templates.
• Maintain a live risk register and contingency posture as design matures or site conditions evolve (e.g., differing site conditions, high water events, utility conflicts).
• Consider and implement federal compliance framework such as: FAR/DFARS, UFGS/UFC, EM 385 1 1 safety, Davis Bacon wages, Buy American / BABA, Sections L & M evaluation criteria.

Required Skills & Experience

• 10+ years of USACE MILCON estimating experience
o 5+ YOE supporting design-build contracts
• Timberline software experience
• Existing subcontractor network and demonstrated ability to source/compare qualified subs across OK/KS and Southeast markets.
• Prior field exposure—practical onsite background to recognize constructability conditions and avoid scope gaps.

• Experience supporting USACE Tulsa, Mobile, Memphis, Kansas City district contracts
