Job Description
Under some supervision, responsible for performing telecom estimating based on scopes provided by Telecom Planning group. This role will be responsible for managing the overall Telecom portfolio and collaborating with the concerned stake holders. The estimating group is responsible for ensuring compliance to defined project estimating and scope control procedures; establishing the process of gathering and integrating estimate and cost information to build master estimating cost models and databases; mentor and train the organization on proper development of project estimates; and developing criteria for estimation and use of project and portfolio contingency.
- Responsible for performing highly technical estimates for Transmission substation projects, complying with defined project scoping and estimating procedures; gathering and integrating estimate and cost information to build & update master estimating cost models and databases; developing criteria for estimation and use of project and portfolio contingency; and working with project stakeholders (project management, engineering, planning, construction, contractors) to develop, implement and continuously improve scoping and estimating processes.
- Support project sponsors in development of conceptual estimates; collaborate with engineering, project management, and other stakeholders in the development of the detailed project scope of work ; prepare detailed project cost estimates based on the approved scope of work
- Interface with planning, engineering, project engineering/management, outage management, construction, and operating company personnel to identify/initiate, scope, status and follow-up estimate efforts. Provide recommendations and guidance to interfacing groups/individuals regarding estimate approach and input requirements
- Provide technical direction and guidance regarding estimate approach /development, assumptions/qualifications and resolution of estimate issues
Essential Job Functions & Tasks:
1. Develop or oversee the development of conceptual telecom estimates for assigned projects; support the planning and engineering groups in the development of all levels of telecom estimates.
2. Interface with telecom planning, project management and cost analytics group.
3. Implement policies and procedures defined in project estimating methods developed by the controls group for the long-range planning and capital development process; develop and maintain standardized processes and procedures for estimating; review estimate basis and assumptions for completeness and reasonableness; work with functional departments and service organization to develop services labor and material estimates.
4. Provide advanced technical direction and guidance regarding estimate approach/development, assumptions/qualifications, and resolution of estimate issues.
5. Plan, instruct, and/or coordinate the training and development of estimating employees, as required.
Required Skills & Experience
- Bachelor's Engineering, Construction Services, Engineering Technology, Business, Accounting, Finance, Project Management, or equivalent discipline.
- 2+ years of professional experience in an engineering, consulting, design, project management firm
- Substation experience
- Estimation, cost, or financial experience
