Job Description

Overview
A large government customer is seeking an Expert Business Analyst with strong systems analysis skills to support multiple technology project initiatives. This role will work across active and upcoming projects, leading testing strategy, facilitating procurement-related requirements gathering, and ensuring high‑quality delivery of vendor solutions.
Key Responsibilities
1. Testing Strategy & Execution (Active Project)
Lead the testing strategy across multiple system modules.
Develop comprehensive test plans and detailed test cases.
Coordinate and guide testing activities with business partners.
Facilitate defect triage meetings to review, prioritize, and assist in managing defects to resolution.
Support an aggressive timeline and help maintain project delivery momentum.
2. Procurement Support (Two Early‑Stage Projects)
Facilitate meetings with business stakeholders to collect, refine, and document procurement specifications.
Support development of requirements to ensure clarity, completeness, and alignment with business needs.
3. Vendor Management & Solution Delivery (Post‑Contract Award)
Partner closely with selected vendors to ensure adherence to requirements and project expectations.
Maintain requirements traceability throughout design, development, testing, and implementation.
Oversee User Acceptance Testing (UAT), including planning, execution coordination, and defect resolution.
Evaluate vendor deliverables and confirm alignment with defined quality standards and contractual obligations.

Required Skills & Experience

Required Skills & Experience 3+ years of experience
Strong experience in business analysis and systems analysis across complex, multi‑module systems.
Demonstrated expertise in test strategy, test planning, and UAT coordination.
Experience facilitating stakeholder sessions for requirements gathering and procurement specification development.
Ability to manage defect triage processes and coordinate cross‑functional resolution efforts.
Excellent communication, documentation, and vendor management skills.

Nice to Have Skills & Experience

Preferred Experience
Prior experience supporting government or transportation-related IT projects.
Familiarity with procurement lifecycles and contract management activities.
