Job Description
Wake County Information Technology is seeking an experienced Oracle Database Developer to help drive innovation and efficiency in the applications which our customers use. This role focuses on supporting customer-facing applications by enhancing the way our databases work, streamlining stored procedures and optimizing batch processes that power our enterprise solutions. The ideal candidate will bring a strong technical foundation and a proactive mindset to improve how our applications interact with data. As part of the Land Records Development Team within the County’s Information Technology Division, the selected candidate will contribute to the ongoing maintenance and advancement of our database and application services, helping to ensure they remain robust, efficient and aligned with the County’s evolving needs.
Primary responsibilities include:
• Demonstrated expertise in Oracle development, including advanced PL/SQL programming, procedure design and complex debugging across enterprise-scale database environments
• Proven ability to manage and monitor batch job workflows that execute SQL processes, ensuring timely completion, error handling and performance optimization across complex data environments
• Serve as a data domain expert for an existing enterprise application
• Foster solid, professional relationships with customers and collaborate to deliver high-quality, tailored services that consistently exceed expectations
• Provide technical leadership and end-to-end ownership of products, guiding key initiatives from design through delivery as needed
• Provide daily support as necessary on a rotating basis with other team members
• Actively contribute to team knowledge sharing while demonstrating solid enthusiasm for continuous learning, growth and the exchange of ideas
• Design, maintain and debug SAS workflows, ensuring accuracy, performance and alignment with business requirements
• Occasional weekend maintenance may be required to support system updates

Required Skills & Experience
• Bachelors degree in Computer Science, Information Systems, Computer Engineering or a related field
• Two years of experience in application design and development
• Six years of experience in application design and development may be substituted for the combined education and experience requirements
• Equivalent education and experience are accepted
• Minimum of 4 years of hands-on skills and experience in Oracle database development
• Proven expertise and skills in writing, testing and optimizing Oracle scripts, stored procedures and PL/SQL code
• Solid organizational skills with the ability to manage multiple priorities and meet deadlines through effective task planning and execution
• Genuine passion and skills for working with databases, backend processes and data-driven solutions
Nice to Have Skills & Experience
• Experience using SAS as an ETL tool and developing SAS jobs is preferred
• Possess exceptional analytical and problem-solving abilities, along with a solid track record of designing, implementing and maintaining large-scale Oracle databases
• Demonstrate clear and effective communication in both verbal and written
• Experience developing, enhancing and debugging SAS scripts/jobs, although this is not a strict requirement
