Job Description

Insight Global is looking for an experienced Estimator to support the Project Dev & Delivery Team for one of their largest utility clients in NYC. This team works directly with external developers, NYISO, and other stakeholders to evaluate and deliver large-scale transmission, substation, and clean energy interconnection projects, including offshore wind, battery energy storage, and other renewable generation initiatives. This individual will be responsible for developing conceptual, authorization, and appropriation-level cost estimates that support interconnection studies, execution agreements, load relief projects, and major utility infrastructure investments.

Because many projects are in the early planning stages, this person must be comfortable building estimates from limited design information and understanding the means and methods of construction. They will work closely with engineering, project management, construction, and external stakeholders to determine how projects will be built, including evaluating foundations, construction sequencing, and multidisciplinary electrical, civil, and mechanical scopes. Success in this role requires strong communication skills, sound judgment, a high level of accuracy, and the ability to support multiple large-scale projects simultaneously.

Required Skills & Experience

• 6+ years of utility, transmission, substation, or infrastructure estimating experience
• Experience developing conceptual through appropriation-level cost estimates
• Ability to prepare estimates from incomplete designs and conceptual scopes
• Knowledge of transmission and substation construction and constructability
• Experience estimating electrical, civil, and mechanical work packages
• Experience with HeavyBid or similar estimating software
• Strong cross-functional communication skills

Nice to Have Skills & Experience

• Utility interconnection experience
• Experience supporting renewable energy projects (offshore wind, battery storage, hydro, etc.)
• Experience working with NYISO, developers, or other external utility stakeholders
• Civil construction estimating experience
• Knowledge of utility capital budgeting and authorization processes
