Job Description
Insight Global is hiring for a General Manager to join a private water and sewer utility serving a planned residential community to oversee potable water distribution, wastewater operations, financial management, and administrative leadership. The General Manager ensures reliable service delivery, regulatory compliance and the financial health of the organization, working closely with Board of Directors and reporting to the President.
This is a full-time, office-based position with flexibility for remote work. Occasional extended hours may be required during budget season, annual planning, audits, or in response to operational emergencies.
Financial Leadership
- Develop and manage annual and multi-year budgets, including rate assessments and financial projections.
- Oversee invoice processing, cash flow, and financial reporting, present budgets and financial updates to the Board and Finance Committee.
- Ensure accurate bookkeeping and compliance with legal, corporate, and accounting standards (QuickBooks, Excel, MS Office).
- Lead cost analysis for capital expenditures and operational decisions.
- Obtain competitive bids for projects and ensure proper insurance coverage.
Operational Oversight
- Supervise daily operations through direct reports: administrative support, consulting engineers, and a team of operators.
- Coordinate with contract employees and vendors; foster collaboration among diverse teams.
- Oversee asset management, preventive maintenance, and purchasing.
- Support integration and improvement of internal systems (CRM, SQL database, billing).
Administrative & Customer Relations
- Address member inquiries regarding invoicing, payments, and service issues.
- Mentor and support administrative staff; ensure effective office operations.
- Maintain a positive, service-oriented relationship with community members, and counterparts in the Homeowners Association
IT & Systems
- Learn and support the organization’s technology platforms, including online applications and databases.
- Facilitate system integration and process improvements.
Regulatory & Board Interaction
- Ensure compliance with Federal, State, and County regulations governing water and wastewater utilities.
- Liaise with government agencies and regulatory authorities; maintain water rights portfolios and permits.
- Attend and support Board and Committee meetings; provide regular reports and updates.
- Advise the Board on compliance, operational issues, and strategic initiatives.
Personnel Management
- Lead hiring, onboarding, and performance management in consultation with the Board President.
- Foster a collaborative, non-confrontational work environment; leverage expertise of staff and contractors.
Emergency Response
- Respond to operational emergencies (2–3 times/year), including after-hours support as needed; overtime compensation provided.

Required Skills & Experience
- Minimum 5 years’ management experience
- Strong financial acumen; experience with budget development, cash flow management, and financial reporting.
- Ability to lead and coordinate teams of employees, contractors, and consultants.
- Proficiency with QuickBooks, Excel, and Microsoft Office; experience with CRM and database systems preferred.
- Excellent communication and customer service skills.
- Willingness to learn water/wastewater utility operations on the job; prior utility experience not required.
- Ability to work independently, ask for help when needed, and make use of team expertise.
