Insight Global is hiring a Senior Manager of Proposals for a rapidly growing, mission-driven government contracting organization that partners with federal, state, and local agencies to deliver technology, digital transformation, workforce, and mission-support solutions. This company is expanding quickly and investing in the people, processes, and infrastructure needed to support continued growth.
This is a highly visible leadership role responsible for building and leading a best-in-class proposal function that drives revenue growth and supports complex government contract pursuits.
Responsibilities include:
Lead the full proposal lifecycle from pre-RFP planning through final submission.
Develop proposal schedules, compliance matrices, outlines, review plans, and submission strategies.
Manage cross-functional teams including business development, capture, pricing, recruiting, operations, executives, and subject matter experts.
Lead color team reviews (Blue, Pink, Red, Gold) and ensure proposal compliance, quality, and on-time delivery.
Translate technical and business inputs into compelling, customer-focused proposal content.
Strengthen win themes, differentiators, and competitive positioning across proposals.
Build scalable proposal processes, templates, governance standards, and content libraries.
Provide executive leadership with proposal readiness updates, risk assessments, and strategic recommendations.
Mentor proposal team members and drive a culture of accountability and continuous improvement.

Required Skills & Experience
10+ years of federal proposal development experience.
5+ years of proposal leadership experience within a government contracting environment.
Experience managing large, complex federal pursuits, including IDIQs, GWACs, BPAs, and single-award contracts.
Strong knowledge of FAR-based procurements, compliance requirements, and evaluation criteria.
Expertise with proposal methodologies such as Shipley, APMP, or similar frameworks.
Exceptional writing, editing, compliance, and project management skills.
Advanced proficiency with Microsoft Office Suite, SharePoint, Teams, and proposal tracking tools.
Nice to Have Skills & Experience
APMP certification.
Experience supporting federal IT, digital transformation, cloud, cybersecurity, ServiceNow, health IT, or professional services contracts.
Experience improving proposal infrastructure, governance, and process maturity.
Leadership experience mentoring proposal managers, writers, and coordinators.
