Overview:
Our customer is seeking a talented Estimator to join their Belcamp, MD team. The Estimator will support federal construction projects by developing accurate cost estimates and proposals for task‑order and design‑build work, including projects built from narrative scopes without full design documents. This role manages proposal development end‑to‑end, leveraging tools such as InEight and Microsoft Project while collaborating with business development and project teams to meet government contracting requirements. The position requires prior DoD or federal construction experience, strong communication skills, and the ability to perform site visits in support of pricing and project planning.
Day to Day:
· Develop detailed construction cost estimates using InEight
· Prepare estimates from narratives, drawings, and limited design information
· Support pricing and proposal development for federal and DoD task order contracts
· Assemble complete proposal packages, including pricing, schedules, and required documentation
· Perform site visits to validate scope, quantities, and project conditions
· Use Microsoft Project to support schedule inputs tied to estimates
· Identify scope gaps, assumptions, and risk items impacting project cost
· Coordinate with business development and operations teams to meet proposal deadlines
· Ensure compliance with federal requirements, including installation access and background eligibility

Required Skills & Experience
· Renovation / Civil / Facilities Mix
o Experience across federal BOS, renovations, or civil projects
· True Estimator (Not a Coordinator)
o Has personally built estimates from scratch
o Can price from narrative / PWS / site visit (not just takeoffs from full design)
· High-Tempo Proposal Environment
o Demonstrated experience with multiple concurrent bids / quick-turn deadlines
o Evidence of deadline ownership (not just support role)
· Estimating Software Experience
· Hands-on with InEight Estimating OR equivalent (RSMeans, Sage Estimating, etc.)
Nice to Have Skills & Experience
· Direct InEight Experience
o Built estimates within InEight (not just exposure)
o Familiar with cost structuring, assemblies, reporting
· Proposal Assembly Ownership
o Has compiled full proposal packages (pricing + narratives + docs)
· Business Development Exposure
o Participated in capture, pricing strategy, or bid decisions
· Microsoft Project + Advanced Excel
o Can build schedules and manipulate estimate data efficiently
· Federal Construction Experience
○ Direct experience supporting DoD or federal construction contracts
○ Has worked task orders / IDIQ environments
· FAR / DFARS Working Knowledge
o Understands compliance basics of Federal Acquisition Regulation / Defense Federal Acquisition Regulation Supplement
o Has supported compliant proposal submissions, not just internal budgets
· Active or recent NACI clearance
· Certified Construction Manager (CCM) or degree
· Experience with site walks / field validation
· Exposure to self-perform + subcontractor pricing mix
