Job Description

Insight Global is seeking a highly experienced and proactive Senior Project Manager to serve as an Owner’s Representative for complex USACE projects. The Senior PM will act as the "eyes and ears" of the owner, providing strategic oversight and management of subcontractor performance, contract compliance, safety, project scheduling and budget. This role requires extensive experience with USACE contract administration (NAVFAV/USACE), Federal Acquisition Regulations (FAR), and managing multi-discipline subcontractors to ensure on-time, within-budget completion.

Key Responsibilities
Subcontractor Management & Oversight
• Performance Monitoring: Provide daily on-site management and oversight of subcontractors, monitoring progress against project schedules (CPM), quality, and contract documents.
• Accountability: Hold subcontractors accountable for meeting all milestones, technical specifications, and budgetary constraints.
• Coordination: Coordinate work activities among multiple, concurrent subcontractors to prevent conflicts, scheduling delays, and trade stacking.
• Inspections: Conduct daily site inspections to ensure workmanship aligns with USACE specs, QA/QC requirements, and approved submittals.
USACE Contract Administration & Compliance
• Documentation: Maintain all necessary USACE-required documentation, including Daily Quality Control (DQC) reports, safety reports, and meeting minutes in systems such as QCS/RMS or equivalent.
• RFI/Submittals: Manage the Request for Information (RFI) and submittal process, ensuring timely turnaround from A/E partners and compliance with the project schedule.
• Safety Enforcement: Ensure subcontractors comply with EM 385-1-1 safety standards and project health plans.
• Changes & Requests for Equitable Adjustment (REA): Evaluate, negotiate, and process subcontractor change orders and REAs, evaluating their validity, scope, and cost impact on the overall contract.
Owner Representation & Communication
• Liaison: Act as the primary liaison between the client, the General Contractor (subcontractors), and USACE regulatory personnel.
• Reporting: Prepare comprehensive weekly and monthly progress reports for the owner, highlighting budget, schedule, safety, and risk status.
• Risk Mitigation: Proactively identify risks (budgetary, scheduling, quality) and develop mitigation strategies before they impact the project.
• Project Closeout: Meticulously manage closeout procedures, including punch lists, warranty management, and final documentation turnover.

Required Skills & Experience

• Experience: 10+ years of project management experience, with at least 5 years specifically as an Owner’s Representative or Federal PM.
• USACE/Federal Knowledge: Proven track record in delivering projects under USACE regulations (FAR), preferably on DoD installations.
• Subcontractor Management: Deep experience negotiating and managing subcontractor scopes, payments, and schedules.
• Technical Proficiency: Expertise in reading complex construction drawings and specifications. Proficient with Procore, Primavera P6, and USACE RMS/QCS software.
• Safety Training: OSHA 30-Hour Construction Safety certification. (EM 385-1-1 experience preferred).
• Education: Bachelor’s degree in Construction Management, Engineering, or Architecture.
• Certifications: PMP (Project Management Professional) or CCM (Certified Construction Manager) PE, or QCM preferred.
