Job Description

Under the direction of the CMM, coordinates and facilitates all phases of the operation and maintenance work effort, including providing operations management support and service order management support. This position is also dual-hatted as the Quality Control Manger, providing all necessary management and leadership to maintain and implement the Quality Control Plan.

1. Under the direction of the CMM, coordinates and facilitates all phases of the maintenance work effort.
2. Assigns work and tracks work that is assigned, including tracking daily workload and productivity.
3. Reviews work schedules and ensures proper schedule coverage for planned work, including outage support and escorting requirements.
4. Supports the CMM in preparing and submitting status updates for individual repairs and significant preventive maintenance efforts.
5. Attends management meetings with the customer and provides relevant input to the decision-making process.
6. Reviews inventory of materials, tools and equipment and ensures accuracy of GFE and Company-owned asset lists.
7. Supports the Site Safety and Health Officer in ensuring all employees follow OSHA and all related regulations.
8. Supports the CMM in Service Order management, including researching, planning, and coordinating project activities to ensure service order and task order objectives are accomplished within the prescribed time frame and funding parameters.
9. Review service order quotes or plans in order to determine the project time frame, funding limitations, and procedures for accomplishing project, staffing requirements, and allotment of available resources to various phases of project
10. Establish work plans and staffing requirement(s) for each phase of the project and arrange for recruitment and / or assignment of subcontract project personnel where applicable. Confer with subcontract project staff to outline work plans and assigned duties, responsibilities, and scope(s) of authority
11. Lead preconstruction and project coordination meetings with end users and FM staff, various mid to high level government staff and contractors
12. Develop market research for invitation(s) to bid (ITB) and then recommend to the COR and award contract(s) to the optimum bidder(s)
13. Develop Independent Contractor Estimates (ICE) for the CORs comparative analysis of contractors proposals
14. Conduct price negotiations with contractors prior to award
15. Direct and coordinate activities of project personnel to ensure projects progress on schedule and within prescribed budget
16. Develop and maintain weekly and monthly requirements and project status reports for briefing to the FM Staff and higher level government management
17. Modify project schedules, plans, and assigned personnel as required
18. Confer with project personnel to provide technical advice and resolve any issues throughout the project duration
19. Coordinate with applicable USAG base authorities to ensure proper/required permitting and documentation is provided for approval prior to execution of work
20. Provide technical guidance to assist Facilities Management
21. Responsible for overall quality assurance program
22. Monitor and inspect all delivery orders for compliance
23. Maintain records of inspections and certifications, including in DMLSS as required
24. Ensure employees are properly documenting results of all work orders and PMs, meeting Facility managers requirements of proper documentation
25. Prepare monthly reports depicting findings of quality inspections
26. Periodically review the quality control program to ensure compliance
27. Examine processes for preventative and corrective maintenance; make suggestions based on findings
28. Perform inspections and re-inspections to ensure problems have been resolved
29. Collect data for the DMLSS system including work order completion data
30. Fills in for the CMM during temporary absences.
31. Performs other duties as assigned.

Required Skills & Experience

High School Diploma required
Bachelors Degree preferred
ASHE CHFM preferred
ASHE Certified Healthcare Constructor preferred
Project Management Professional (PMP) preferred
A valid drivers license with good driving record is required
Working knowledge of standard Microsoft programs is required
1. The ACMMs and alternates shall be able to read, write, speak, and understand English.
2. The ACMMs shall possess advanced knowledge and understanding of all aspects of medical research facility repair, construction and facilities management to include the following disciplines: mechanical, electrical, plumbing, communications, fire, security systems, and landscaping.
3. The ACMMs shall also have experience in the federal government design and construction management policies and procedures to include: DoD MTF design standards, bid preparation, bid solicitation, bid evaluation and selection, award, inspection, acceptance and project close-out.
4. 3 years experience in health care or medical research construction, renovation, and maintenance and repair project management in a hospital or medical research laboratory environment, including the supervisory experience over a diversified workforce.
5. Should be familiar with the various codes and standards applicable to the O&M tasks covered by the performance work statement, NFPA, EPA, NIH, and CDC codes and standards.
6. Knowledge of OSHA safety regulations and PPE procedures
7. Ability to conduct accident investigations and safety inspections
8. Strong written and oral communication skills
