Seeking an experienced NOC Analyst to support a 24x7x365 enterprise operations center. Staff will support a 24x7 Network Operations Center (NOC) serving Montgomery County Government Departments and County Agencies including Montgomery County Public Schools, Montgomery College, Washington Suburban Sanitation Commission, Washington Metropolitan Park & Planning Commission and Housing Opportunities Commission. Duties focus on the overall operation of the County's FiberNet composed of over 600 miles of optical fiber, 1200 Cisco switch/routers, Aruba 802.11 Access Points and all supporting infrastructure. Other network topologies include Passive Optical Network (PON) sites and Dense Wave Division Multiplexing (DWDM) sites. The NOC Analyst will be responsible for monitoring network dashboards, analyzing problems, troubleshooting incidents, coordinating and reporting all operational information concerning the enterprise network infrastructure. The successful applicant will serve as an on-duty and on-call technical resource to resolve complex issues and support staff for network related issues. There may be shifts where you will be the sole analyst and you must be able to calmly multi-task, apply critical thinking, and perform duties efficiently.
Scope of Work:
The primary work location will be 100 Maryland Ave. The FiberNet NOC operates on a 24x7 basis and NOC staff monitor the network on a three-shift schedule. Staff are expected to work any shift as assigned. To more fully develop relevant experience and technical skills, NOC staff may be expected to work periodically as field technicians. Such assignments will require staff to work a normal business day schedule. The County will provide all materials and equipment necessary to perform assigned duties.
Staff must be capable of responding to network faults and supporting service provisioning & delivery in FiberNet. Acceptable candidates must be available to work in the following two capacities: NOC Analyst and NOC Field Technician. It is expected that most time will be spent working as a NOC Analyst with time out of the rotation to work closely with associates on service delivery and problem resolution in the field.

Required Skills & Experience
Minimum Qualifications For Education and Experience Based:
Education: Bachelor's degree in computer science or a related field from an accredited college or university, or certifications in specific programming languages or operating systems may be required.
- Equivalency: An equivalent combination of education and experience may be substituted. For applicants possessing very hard-to-find skills which are a critical need to the department/agency, training and certification may be accepted in lieu of full degree requirements. (Years of experience may be combined with degree to equal a higher level of education)
Preferred:
CCNA and other network focused certifications
1. All NOC Staff:
* Network routing and switching knowledge & skills, 2+ years
* Hands on experience with the configuration, deployment, and operational support of Cisco routers and switches (CCNA preferred), 1+ year
* Experience providing customer-facing support in an Enterprise IT environment, 3+ years
* LAN physical layer knowledge and experience -- Cable Types CAT 3, 5 & 6 standards
* Experienced in the use of Enterprise IT ticketing applications such as Remedy, ServiceNow, etc.
* Perform basic troubleshooting techniques to resolve network problem resolution & trouble shooting
* Understand these protocols and services: ARP, IP, UDP, TCP, DHCP & DNS, VLAN, NTP, SNMP, WLAN
* Be competent in the use of Microsoft Office suite of applications
* Must be able to operate a Network Management System (NMS) console to respond to messages received from the FiberNet NMS
o Responses may include
Diagnose and triage network incidents/outages & performance problems
Document triage within trouble ticketing system
Communicate professionally and clearly with customers, vendors, County IT staff, and carriers
Problem escalation to senior staff
* Maintaining network situational awareness and respond to alarms & communications in a real time manner
* Must be able to communicate status information with the NOC Manager and senior management when requested
* Able to read blue-prints, schematic drawings, system and electrical
* Able to produce network drawings using Microsoft Visio
2. All candidates must:

* Perform shift work to cover a 24x7 operations schedule
* Communicate clearly and effectively with associates and others over telephone, SMS text, and via email

* Possess reliable transportation and ensure work attendance as scheduled
