Job Description

Our customer is seeking a Senior Program Executive to support the continued growth of its federal infrastructure portfolio in Vancouver, WA. This senior leader will provide program-level oversight across multiple concurrent federal EPC contracts, driving delivery excellence, client engagement, and operational integration across Quanta's network of operating companies.

This is a dual-hatted role suited for an experienced leader who can operate at both the strategic program level and the hands-on contract execution level -- serving as both an enterprise program executive and a contractually designated Program Manager as required by federal clients.

· Provide overall leadership, direction, and management across assigned federal EPC programs, ensuring alignment with client goals, safety standards, regulatory compliance, budgetary constraints, and schedule milestones
· Oversee project managers and discipline leads across active task orders, maintaining program-wide visibility into cost, schedule, risk, and quality performance
· Establish and sustain program-level management systems covering safety, quality, project controls, change management, and supply chain
· Serve as the senior client-facing representative on assigned programs, building and maintaining trusted relationships with federal contracting officers, program managers, and technical staff
· Drive integration across Quanta operating companies contributing to program delivery, ensuring One Quanta execution at the field level
· Lead program reporting cadence including weekly progress updates, monthly cost and schedule reviews, and executive-level briefings
· Support capture and business development activities for follow-on work and adjacent opportunities within assigned client portfolios

Required Skills & Experience

· 10 years of progressively responsible program and project management experience
· 7+ years must involve direct management of high-voltage transmission line and/or substation EPC projects in a federal or large utility environment
· Bachelor’s degree in Engineering, Construction Management, or a related field required
· Ability to obtain and maintain federal security credentials as required.

Nice to Have Skills & Experience

· Prior experience working directly with National Power Administrations or the DOE
· Active Project Management Professional (PMP) or Program Management Professional (PgMP) certification
· Ability to manage multiple concurrent task orders under federal IDIQ contracts
· Working knowledge of FAR/DFARS
· earned value management
· Primavera P6
· Experience managing union craft labor and multi-company subcontractor teams preferred.
· Master’s degree in business administration, Engineering, or a related discipline preferred.
