Job Description
Support the AVP, Portfolio Management in advising Executive leadership on
prioritization and selection of projects to optimize value and strategic alignment,
subject to organizational constraints
— Assist the AVP, Portfolio Management to define the scope and priorities of
the Capital Improvement Plan, aligned to the Authority’s Vision and Goals
— Assess and prioritize projects against defined criteria
— Working closely with Finance, assist the AVP, Portfolio Management to
develop and maintain an affordable, deliverable plan for the capital portfolio.
• Analyze and report on capital portfolio performance and risks, to support portfolio
decision-making
— Provide regular reports and insights on capital portfolio performance
— Develop and maintain a capital portfolio risk register
— Develop and lead implementation of a strategy for managing portfolio risks.
• Implement and manage the process for intake of new projects into the portfolio
— Design and document an intake process with buy-in from impacted parties
— Manage initial interactions with project sponsors and stakeholders to
establish a candidate pool of projects.
• Manage development and implementation of standardized policies and processes
for capital project development and delivery
— Define list of required capital development policies and processes and
manage their development and rollout
— Manage continuous improvement of policies and processes, updating and
maintaining them as needed.
• Support the development of in-house capabilities in capital project development
and delivery, for example providing/managing training in development processes.
• Collaborate with Aviation Authority’s Executive leadership, the Development
Department and other Authority departments, and as needed with external
stakeholders, to understand and resolve portfolio issues.
• Perform other duties as assigned.

Required Skills & Experience
achelor’s degree in business administration, engineering or a related field and five
(5) years of experience related to public, project or portfolio management, or an
equivalent combination of education, training and experience.
Demonstrated ability to think strategically, analyze data and define priorities
• Demonstrated ability to develop plans and processes
• Good understanding of project management phases, techniques, and tools
• Appropriate use of tools and technology to track and monitor performance
• Strong organizational skills and ability to meet deadlines
• Strong analytical, quantitative, and problem-solving skills
• Strong oral and written communication skills
• Ability to collaborate effectively across functions
• Demonstrated ability to maintain confidential and sensitive information
• Must always maintain professionalism and diplomacy while interacting with the
public and with Aviation Authority management, employees, and stakeholders
• Experience of successfully managing programs and/or projects
• Strong computer skills in Microsoft Office: Word, Excel, Outlook, PowerPoint, etc.
