Job Description

This role combines practical program management with program-level Agile delivery leadership. The individual will coordinate multiple teams, enterprise applications, business stakeholders, technical dependencies, and third-party partners while providing the structure, visibility, and follow-through required to move initiatives from planning through implementation. As delivery models mature, the role will increasingly perform Release Train Engineer responsibilities and help teams adopt effective scaled planning and execution practices.

The ideal candidate is a proactive delivery leader who can operate effectively in an evolving environment, connect business and technical work across organizational boundaries, and adapt traditional program management and Lean-Agile practices to the needs of each initiative.

KEY ACCOUNTABILITIES

Program Planning & Delivery Leadership
• Lead complex technology programs and initiatives spanning multiple teams, workstreams, enterprise applications, and business functions.
• Establish and maintain integrated program plans, milestones, delivery roadmaps, scope, objectives, and success measures.
• Translate strategic priorities into coordinated execution plans and ensure teams understand commitments, sequencing, and expected outcomes.
• Drive work to completion by establishing ownership, monitoring progress, resolving delivery gaps, and ensuring actions are followed through to closure.
• Adapt planning and delivery practices across Agile, iterative, hybrid, and traditional delivery models based on organizational and program needs.

Cross-Team Coordination, Dependencies & Integration
• Coordinate delivery across product teams, platform teams, architecture, security, infrastructure, QA, business stakeholders, and third-party vendors.
• Identify, track, and actively manage cross-team dependencies, integration points, constraints, risks, issues, and decisions.
• Connect business processes, enterprise applications, and technical workstreams to ensure issues are evaluated beyond the immediate symptom or originating system.
• Establish clear engagement points, handoffs, and escalation paths across teams and organizational boundaries.
• Facilitate timely resolution of blockers and ensure the appropriate technical and business participants are engaged.

Scaled Agile & Release Train Leadership
• Perform Release Train Engineer or equivalent program-level Agile leadership responsibilities as delivery structures mature.
• Plan and facilitate Program Increment (PI) Planning, ART Syncs, Scrum of Scrums, System Demos, Inspect & Adapt workshops, and other large-scale planning and coordination events, as applicable.
• Partner with Product Management, Product Owners, Scrum Masters, and technical leaders to improve backlog and feature readiness, planning effectiveness, and alignment to program objectives.
• Support teams in identifying and managing risks, dependencies, impediments, and commitments across planning and execution cycles.
• Help establish scalable delivery cadences and operating practices without forcing process beyond the maturity or needs of the organization.

Governance, Reporting & Stakeholder Alignment
• Establish fit-for-purpose governance, planning cadences, status reporting, decision-making forums, and escalation practices.
• Provide concise, decision-oriented reporting on program health, milestones, delivery confidence, risks, dependencies, issues, and required leadership actions.
• Maintain program documentation and ensure plans, decisions, actions, and delivery commitments remain current and transparent.
• Communicate effectively with executives, portfolio leaders, business stakeholders, technical leaders, delivery teams, and vendors.
• Influence without authority to create alignment, clarify accountability, and sustain momentum across diverse stakeholder groups.

Resource, Vendor & Delivery Readiness Management
• Coordinate the people, capabilities, environments, and supporting resources required to meet delivery objectives.
• Validate estimates, capacity assumptions, sequencing, and readiness across participating teams and workstreams.
• Partner with third-party vendors on implementations, integrations, deliverables, risks, and contractual commitments.
• Anticipate delivery needs and identify gaps early enough for leadership to make informed staffing, prioritization, or sequencing decisions.
• Support release planning and readiness by ensuring business, technical, testing, operational, and organizational dependencies are addressed.

Continuous Improvement & Delivery Excellence
• Use meaningful program and delivery metrics to improve predictability, flow, planning effectiveness, dependency management, and outcomes.
• Identify systemic delivery impediments and partner with leadership to remove organizational barriers.
• Assess delivery practices and recommend pragmatic improvements that strengthen execution without adding unnecessary process.
• Promote collaboration, accountability, transparency, and continuous improvement across teams and leadership.
• Contribute to the evolution of Program Management, Release Train Engineering, and broader Delivery Management standards and practices.

Required Skills & Experience

• 8+ years of experience leading complex technology projects or programs within enterprise environments.
• Demonstrated experience in both program/project management and Agile program-level delivery leadership, including Release Train Engineer or equivalent responsibilities.
• Experience coordinating delivery at scale across multiple teams, workstreams, enterprise applications, integrations, and organizational functions.
• Strong understanding of software delivery lifecycles and Agile, iterative, hybrid, and traditional delivery methodologies.
• Demonstrated experience managing program plans, scope, milestones, risks, issues, dependencies, resources, vendors, and executive reporting.
• Strong facilitation, communication, negotiation, problem-solving, and stakeholder management skills.
• Ability to understand technical delivery at a level sufficient to connect systems, integrations, business processes, dependencies, and delivery risks without serving as the technical implementer.
• Experience working with delivery lifecycle management tools such as Azure DevOps, Jira, ServiceNow, or similar platforms.

Nice to Have Skills & Experience

• Experience supporting enterprise platforms such as ServiceNow, Workday, or comparable business-critical applications.
• Experience leading delivery within a SAFe environment, including PI Planning and cross-team execution.
• Project Management Professional (PMP), SAFe Release Train Engineer (RTE), PMI-ACP, Certified Scrum Master (CSM), or comparable certification.
• Bachelor's degree in Business, Information Technology, Engineering, or a related field, or equivalent professional experience.
• Experience coordinating third-party implementation partners and enterprise system integrations.
