Job Description
Seeking an IT Project Manager to assume responsibility for the project management of 10+ projects. This is a contractor position reporting to the ITS Project Management Office (PMO).
Dedicated to Public Safety Center's (PSC) project portfolio. Currently the PSC has 10 active projects-all high visibility due to the public safety aspect.
IT software, hardware, infrastructure and SDLC projects within CAD 911, fire departments and law enforcement.
Work closely with our Business Services Team to assure ITS Business Services processes are followed and best practice project management approaches are acknowledged (PMBOK)
Mostly waterfall environment.
As the PM, serve as the project team coordinator / facilitator. Overall administration, coordination, communication, and decision-making associated with the implementations.
Establish and maintain cooperative working relationships with cross-functional stakeholders, project team members, and functional resources.
Establish a Rough Order of Magnitude (ROM) at the onset of a project request allowing for proper estimating, scaling and prioritization.
Plan, schedule, coordinate and track the implementation with vendor/partners and across departments within Manatee County.
Within a PMBOK framework, organize the project team, facilitate the team to develop an achievable work plan, engage Project Sponsor(s), baseline the project plan, monitor and control project execution, report project status weekly, and bring the project to successful closure.
Generate and maintain the master documents for the Project Plan, Project Schedule, Project and Business Risks, Change Log, Issues Log and Project Budget.
Ensure forward progress by providing planning and proactive consultation where and when needed to eliminate ambiguity, scope creep, and analysis paralysis. Ensure that the project team stays focused, tasks are completed on schedule, and that the project stays on track.
Support and work with all project participants to facilitate meetings geared toward managing project status, Risk Management, Change Management and Issue/Resolution Management. Work with all resources assigned to the project in relation to completion of deliverables.
Communicate and/or escalate risks, changes and issues appropriately to obtain decisions and approval of any items encountered that may jeopardize the project schedule and/or budget.
Work with PMO team to continue to mature and grow PMO practices and templates.
Deliver communications based on the projects Communication Plan. Serve as main point of contact for all project team members at all levels regarding project related activities and information.
Required Skills & Experience
5-7+ years of experience Project Manager
Experience with implementation of enterprise-wide IT Infrastructure software and hardware and SDLC projects. (Security and compliance solutions is a plus)
Experience with implementation of enterprise-wide on-premise and cloud Business Applications.
Proficient user of Microsoft Project, Microsoft Office, Microsoft SharePoint, email and calendaring tools.
Significant experience and related skills in leading project team facilitation in an environment of multiple project phases running concurrently with multiple stakeholders.
Experience in Waterfall project methodology with efficient and effective conformance to standardized project templates and procedures.
Experience in managing the implementation of technology vendor applications that impact a large numbers and diversity of business users.
Strong interpersonal skills including communications, collaboration, and teamwork.
Ability to work confidently with project stakeholders at all levels, including applications users and executive sponsors.
Sufficient technical stature to interact successfully with IT professionals and specialists, balanced with sufficient business acumen to assist and interact successfully with non-technical stakeholders.
Attention to detail to successfully multi-task the PM role on multiple medium/large projects
Nice to Have Skills & Experience
PMP certification or significant understanding of PMBOK concepts.
Project experience in the public sector or defense contractor setting.
Experience working in a hybrid project methodology that leverages both Waterfall and Agile.
Technical BS degree. Equivalent combinations of education and experience may be considered.
