Job Description

Insight Global is looking for Business Analysts to support a DOJ client in Washington DC.





(4) Governance/IT Strategy positions



The candidate will support the client with the evaluation of IT investment requests submitted from divisions across the enterprise and align them to the appropriate value stream and IT strategy. The candidate will support the Office of Information Officer Program Management Office's (PMO) to objectively assess competing IT investment requests from Divisions across the client and provide objective priority recommendation for the CIO, CFO, and other executive leaderships to make data-driven investment decisions.



The candidate will design and implement visioning sessions with executives and stakeholders across the enterprise to refine the IT Modernization strategy to meet the client's revolving needs. They will collaborate and coordinate with implementing Divisions and provide expert recommendations to support the development of IT investment proposals and ensure they meet the technical, financial, and legal readiness evaluation at the Technology Evaluation Council (TEC) and Finance & Legal Evaluation Council (FLEC).



(2) Risk and Audit Management positions



The candidate will look to continuously enhance existing processes and develop new tools and metrics, based on consultation with industry experts, to manage the client's audit process, track findings and ensure successful and quick resolutions to identified deficiencies more effectively. The candidate will develop presentations for internal and external audience to report on audit findings and resolution progress and be able to effectively facilitate discussion with both internal and external executive audience.



The candidate will design and enhance a centralized risk tracking and reporting capability, including establishing and facilitating compliance boards to effectively mitigate risk by prioritizing and flagging key items for executive awareness. Lastly, the candidate will support the client's implementation of the risk management framework, business process and tools on a continuous basis based on changing technology needs and the shifting threat landscape by using access to industry knowledge and expertise.



(1) Communications and Training Position

The candidate will be responsible for collaboration with the client to design and develop communication materials to effectively relay information to executive management to drive decision-making and communicate IT project impact to enterprise stakeholders.

The candidate will also develop training materials and facilitate roadshows and training sessions to educate technical and non-technical stakeholders on the Enterprise IT Governance Process and roles and responsibilities, such as Scrum Master, Release Train Engineer (RTE) or other Agile roles within the client's IT Program Management Offices (PMO).

Additionally, the candidate will support the client's PMOs with developing Epics in consultation with leadership to align to organizational priorities, lead Sprint and Release planning activities for the PMOs and provide oversight by monitoring progress of user stories in Jira and ensuring that PMO activities are aligned to Epics reflecting priorities established by leadership.



(1) Policy & Accessibility Position



The candidate will support the client's Information Assurance Policy and Accessibility Program Office (APO) team with their maturity of business functions and capabilities to ensure compliance with 508 and other information assurance regulatory requirements. Collaboration is required with the client's finance division and other key stakeholders to ensure appropriate checks and balances are put in place to drive IT acquisitions that always meet accessibility requirements. The candidate must have a strong program management subject matter expertise, and the ability to work with both technical and non-technical stakeholders across the enterprise.



Additionally, the candidate will be expected to establish tools and redesigning processes and communications to better facilitate a more agile policy development process and bring in industry subject matter expertise to automate parts of the policy development and compliance process to improve efficiency and drive cost savings.

Required Skills & Experience

- Bachelor's Degree from an accredited university with 2+ years of business analyst experience. Educational requirement may be waived if candidate has 5+ years of experience

- Active TOP SECRET CLEARANCE REQUIRED

- 2+ years' experience analyzing, comprehending and interpreting complex documents

- 2+ years of experience writing SOWs, IGCEs, Market Research, J&As for information technology, professional services, research and development and/or cyber security requirements

- Experience developing IT Transformation Roadmaps with clearly defined mission outcomes

- Experience managing Portfolio Maturity Models to continuously assess the state of an organization's IT maturity across four (4) pillars: Cloud, Cybersecurity, Data, and Network

- Experience developing Strategic Communication materials, including newsletters, placemats, and PowerPoint presentations to raise awareness on the health and impact of an organization's IT Infrastructure

- Experience developing training to educate enterprise-wide stakeholders on the IT Governance process and drive adoption of Portfolio Management best practices
