Job Description

Overview: Insight Global is seeking a Deputy Chief Information Officer (DCIO) to provide strategic and operational leadership to support a Hospital’s Information Technology Services. The DCIO serves as the primary operational leader for hospital IT, ensuring continuity of operations, service delivery, financial management, workforce leadership, and major technology initiatives.

The DCIO acts as the CIO’s trusted partner and proxy, leading day‑to‑day IT execution while helping modernize a legacy healthcare environment through structured process, people development, and thoughtful change management. This role is critical to advancing patient care, clinical operations, education, and research through reliable, secure, and innovative technology.

Responsibilities:
• Translate hospital IT strategic goals into actionable operational plans.
• Oversee IT operations, financial management, human resources, contract administration, project management, and service management for the hospital.
• Foster an environment of innovation, communication, diversity, inclusion, and teamwork.
• Ensure IT policies, procedures, and controls meet hospital regulatory, privacy, and security requirements.
• Direct the administration and operation of the hospital’s IT office, focusing on customer service and efficient project/service delivery.
• Set departmental goals, performance standards, and accountability measures.
• Evaluate staff performance, provide guidance, and recommend professional development opportunities.
• Assess and improve the effectiveness of IT services delivered to clinical, administrative, and research stakeholders.
• Implement IT service delivery frameworks and best practices, including ITIL and healthcare-specific standards.
• Develop and manage service level agreements (SLAs) and operating level agreements (OLAs) to strengthen IT support for hospital operations.
• Lead IT project management, including intake, prioritization, and governance, with a focus on supporting clinical and operational excellence.
• Ensure transparency in IT budgeting and spending, benchmarking costs and performance.
• Manage operating policies and procedures related to IT resource planning, workforce analysis, and operational efficiency.
• Oversee human resource planning and personnel actions, including recruitment, retention, and talent management.
• Build strong relationships with hospital departments such as Human Resources, Finance, Compliance, and Patient Safety.
• Maintain comprehensive knowledge of hospital operations, organizational structure, and strategic goals.

Required Skills & Experience

Must‑Haves:
• Master’s degree in Information Technology, Healthcare Administration, or related field
• 6+ years of senior IT leadership experience, in a hospital environment
• Demonstrated experience leading large IT teams and complex initiatives
• Deep understanding of IT processes, healthcare regulations, and service management
• Experience managing budgets and expenditures in a hospital or healthcare setting
• Proven ability to motivate and develop staff and build effective teams
• Ability to foster a cooperative, integrated, and inclusive work environment
