o The support members will help to serve as an agency resource related to regulations and policy governing the award and management of Personal Services Contracts (PSCs) including the Federal Acquisition Regulations (FAR), USAID Acquisition Regulation (AIDAR), and USAID's Automated Directive System (ADS).
o They will help to create drafts, updates, maintains, interprets and provides guidance on PSC regulations and policies, in consultation with M/OAA/P, HCTM, GC and relevant B/IOs, and shepherd regulatory and policy proposals through the Agency, the Office of Management and Budget, Office of Information and Regulatory Affairs (OMB/OIRA) and the Federal Register approval process.
o Drafts ADS policies and mandatory references, Acquisition and Assistance Policy Directives (AAPDs), and Procurement Executive Bulletins (PEBs) for PSCs. Prepares additional Agency guidance as required. Develops new policies and procedures, if warranted, to correct deficiencies or to facilitate program and procurement objectives.
o As needed, provides advice and assistance to USAID contracting officers worldwide concerning the applicability and interpretation of FAR, AIDAR and Agency policies relating to PSCs. Maintains a PSC Policy mailbox, drafts new and updated FAQs on PSC policy topics, develops and maintains templates, and provides other assistance and support as needed.
* 8+ years of acquisition & assistance expirence for policy related government programs
* 3+ years of experience working with administratiring PSCs within USAID or DOS
* Bachelors degree
