Job Description:
Insight Global is actively seeking a Military Construction Engineer/Project Manager to join our clients team in Delaware. This role offers the opportunity to learn from an experienced program manager and contribute to a wide variety of engineering projects on military facilities. The successful candidate will oversee a team of 4 junior Civil design engineers supporting the design aspects of military projects.
Responsibilities:
Collaborate with architects and engineers to prepare civil design plans.
Ensure designs comply with land use, access, and military guidelines.
Participate in pre-bid meetings, prepare addenda, respond to contractor questions, and provide construction support.
Manage a range of projects, including barracks, military bases buildings, roadways, runways, and taxiways.
Coordinate multiple disciplines, track budgets, schedules, and mentor a team of 4-8 staff members.
Create scope, schedule, and budget for military projects.
Understand military terms like base of construction, military form 1391 or 1290 for funding.
Financial management of all projects, with a design budget of $25-50M.
Design RFPs, shop drawings, and conduct site visits.
Additional Skills and Experience:
Experience or military background with federal military contracts (15+ projects).
Ability to step into a PM role and manage a wide range of projects, from military bases and buildings to parking lots, runways, and taxiways.
Experience in land development work specific to military projects, including critical federal agencies and military requirements.
Extensive PM experience, coordinating multiple disciplines such as civil, architectural, and utilities, both in design and in the field.
Strong understanding of tracking budgets and schedules, and coordinating staff.
Robust training system for financial management.
Ability to create scope, schedule, and budget.
Travel:
This position requires travel to military bases and office work in Delaware, with travel approximately once a month for 3-day meetings.
Building work, ideally understanding how all disciplines work together, including MEP and architecture.
Understanding of Civil MEP and ability to interact with other disciplines.
Senior coordination with clients.

Required Skills & Experience

Minimum 10+ years of civil engineering experience.
Experience in project management of design for military work.
Ability to manage site design, grading, drainage design, geometric analysis, quantity take-off, cost estimates, and specification development.
Authorization to work in the United States.
PE or EIT certification required to gain trust and stamp designs, or ability to obtain Professional Engineering certification within 1 year of hire.
Experience in project management of the base of design for military base projects.
Understanding of military budgeting approval (forms 1391 and 1290), Unified Facilities Criteria (UFC).
Experience managing multiple disciplines (MEP, etc.).
Creating scope, schedule, and budget in the design phase.

Nice to Have Skills & Experience

Experience with AutoCAD and Civil 3D to help review documents and sign off.
