Job Description

The IT Project Manager/Business Analyst will serve as the primary liaison representing one executive agency, agency stakeholders, and external vendors to support the lift‑and‑shift of the existing career and training recruitment portal, while also leading planning and discussions around future enhancements and API integrations with existing state services. This role is responsible for end‑to‑end project and requirements management, including project planning, scope definition, timeline coordination, risk and issue management, and status reporting, while ensuring alignment with business objectives and technical constraints. The IT PM/BA will engage a diverse and complex group of stakeholders, speak to all sides of the story, and effectively elicit, analyze, document, and validate business, functional, and technical requirements, translating them into clear, actionable, and user‑friendly solutions. This individual will be highly skilled in creating and managing project artifacts such as requirements documentation, process flows, user stories, acceptance criteria, and decision logs, and will provide detailed technical inputs and clarifications to vendors throughout the project lifecycle. Acting as the key bridge between business, technical, and vendor teams, the IT PM/BA will manage vendor relationships, facilitate meetings and working sessions, navigate competing priorities, and proactively address risks and dependencies to ensure successful delivery of high‑quality, scalable solutions that meet stakeholder and end‑user needs.

Required Skills & Experience

5+ years of experience working within BA & PM roles
Proven ability to serve as a cross‑functional liaison, effectively bridging agency leadership, business stakeholders, technical teams, and external vendors to ensure shared understanding and successful delivery of complex IT initiatives.
Strong project management expertise, including experience with project planning, scope and timeline management, risk and issue tracking, status reporting, and coordination of dependencies across multiple teams and vendors.
Exceptional business analysis and requirements management skills, with demonstrated strength in eliciting, analyzing, documenting, validating, and managing business, functional, and technical requirements throughout the project lifecycle.


Ability to translate diverse and sometimes competing stakeholder needs into clear, actionable, and user‑friendly solutions, including the development of documentation such as process flows, user stories, acceptance criteria, and technical specifications.
Experience supporting system modernization and integration efforts, including lift‑and‑shift migrations, system enhancements, API integrations, and vendor management, with the ability to clearly communicate technical requirements and constraints.

Previously supported CRM platforms such as Salesforce or related tool
