Job Description
An employer is seeking an IT Business analyst to join their team based in Hartford, CT. This will require one day per week onsite in Hartford. This is open because an executive departments needs an IT BA to assist with the development of an RFP and the evaluation of RFP responses for an upcoming project for a new Syndromic Surveillance (SyS) System. The IT BA will be responsible for developing an RFP by working with the current SyS program staff to understand and document current system capabilities, as well as emerging business needs. They will handle document current standards and formal expectations of SyS systems. For the development of the RFP, they will work closely with contract specialists, attorneys, and procurement staff to ensure the proper templates and language are used, appropriate scoring criteria is created, and the overall RFP process is followed correctly. The IT BA will handle documentation of business requirements for new SyS solutions. This includes documenting the capabilities of the current system, as well as current unmet SyS needs. They will build out documentation to outline emerging technologies and future needs, and document nonfunctional requirements and federal expectations. They will need to utilize and understand the existing RFP template from one of the executive branches, and write the RFP introduction, business requirements, administrative and management requirements, and develop evaluation criteria. Once complete, this will go out to bid and the IT BA will be a part of the evaluation process of RFPs received. Once a vendor is selected, there is possibility of extension to keep the IT BA on for a longer project duration for the implementation phase of the project. The ideal resource will have strong communication skills including both written and verbal, and strong attention to detail.
Required Skills & Experience
6+ years of experience as an IT Business Analyst
Previous experience creating documentation for existing systems and writing new documentation for future needs
Experience documenting nonfunctional requirements including technical and legal requirements
Experience developing/drafting an RFP or being part of an RFP process on previous project
Nice to Have Skills & Experience
Experience with Federal, Local, or State Government
Previous experience supporting Public Health, or a Health and Human Services Agency
