We seek a contract GIS Analyst/Specialist to support the Transmission Integrity Management Program (TIMP) Risk Program.

Required Skills & Experience

Data Review & Categorization: Review historical leak records currently marked as NA or UNK, applying a set methodology to determine threat classifications.
Spatial Validation: Validate and correct coordinate data by snapping records to the transmission route using ArcGIS layers.
Asset Data Extraction: Pull Route, Mile Point, and specific pipe attributes (e.g., Job Number, Install Date, Coating, Seam, WT, OD, SMYS) from the Mile Point and WAP GIS layers.
Historical Auditing: Cross-reference legacy scanned A-form repair records to resolve missing metadata or validate system discrepancies.
EC Data Validation: Follow a 4-step decision tree to compare historical A-forms against LeakMaster data, documenting matches and flagging date mismatches.
Deactivated Lines: Identify deactivated lines and extract available technical specs from the Deactivated Gas Pipe layer.
Tracking & Escalation: Log decision logic in a master tracker and escalate complex technical data questions to engineering within 1 business day.
Qualifications
Education: Bachelor’s degree in GIS, Engineering, or a related technical field.
Experience: 3+ years in GIS analysis or utility data management (gas/pipeline experience strongly preferred).
Technical Skills:
Strong proficiency with ESRI ArcGIS / ArcMap desktop software.
Familiarity with database/asset systems like LeakMaster and SAP.
Exposure to scripting languages (SQL, Python, or ArcObjects) for data retrieval.
Core Competencies: Strict attention to detail, strong data validation skills, and the ability to follow rigorous compliance decision frameworks.
