Job Description
We are seeking an experienced Design and Construction Quality Control (DQC) / Construction Quality Control (CQC) Manager to establish, administer, and lead the on-site quality program for a large, design-build warehouse project. The role requires decisive leadership, rigorous adherence to contract requirements, and hands-on oversight of all QC activities from pre-plan through commissioning. The successful candidate will coordinate closely with owner representatives, the general contractor, design partners, and specialty subcontractors to ensure all work meets contract requirements, industry standards, and project-specific QC plans.
Key Responsibilities
- Lead the on-site execution and administration of the QC program (Design and Construction Quality Control) across all project phases, ensuring compliance with contract documents, standards, and regulations.
- Develop, implement, and maintain the project-specific Design Quality Control (DQC) Plan and Construction Quality Control (CQC) Plan; secure approval from Contracting Officer prior to design and construction activities.
- Establish the QC organization structure for the contract, including roles, responsibilities, and resumes for QC personnel; designate and designate a QC Manager with formal authority and accountability.
- Schedule, chair, and document QC meetings (Mutual Understanding Meetings, DFOW planning, pre-DFOW review, and regular QC reviews with the owner) to align expectations, processes, and deliverables.
- Define Definable Features of Work (DFOWs) and coordinate the three phases of quality control for each DFOW: submittal review/approval, testing, and completion inspections.
- Oversee independent Special Inspections as required (per Section 01 45 35) and ensure all inspection reports, tests, certifications, and commissioning activities are documented and traceable.
- Manage daily QC documentation: field reports, non-conformance reports, submittal tracking, test results, inspection photos, punch lists, rework logs, and monthly QC status reports.
- Lead Submittal Review and Approval process: coordinate with design teams, suppliers, and subcontractors to ensure timely, complete, and compliant submittals; maintain a transparent DFOW and approval log.
- Conduct or supervise testing and inspections, track punch lists, coordinate rework, and ensure closeout activities are completed in a timely manner.
- Oversee commissioning planning and execution; ensure all commissioning plans and reports align with the contract requirements and project timeline.
- Maintain rigorous on-site QC presence; no construction work or testing proceeds in the absence of the QC Manager or designated representative.
- Facilitate coordination meetings to ensure alignment of QC with project schedule, safety, and field operations; integrate quality controls with safety and environmental requirements (e.g., EM-385, OSHA 30).

Required Skills & Experience
- Education: Bachelor’s degree from an accredited four-year college; preferred majors include Engineering or Construction Management. Liberal arts degrees alone are not sufficient for this role.
- Certifications: CPR; CQM-C (Construction Quality Management—Corporate or equivalent); EM-385 (Exposure Control, Safety Management for DoD/related programs); OSHA 30. Additional related quality management or construction safety certifications are a plus.
- Experience: Minimum of 2 years of Quality Control Management on projects with a budget over $20 million; proven track record managing QC programs on large ground-up or major renovation projects, preferably in design-build environments.
- Technical proficiency: Strong understanding of quality control processes for design and construction, knowledge of submittal review, testing, inspection, non-conformance management, and commissioning activities.
