Job Description

A client is looking for a program manager to join their team! Lead the successful execution of multiple Architect-Engineer (A/E) task orders supporting on specific Base, serving
as the primary client liaison to ensure contract compliance, client satisfaction, and high-quality performance.
• Coordinate internal teams, joint venture (JV) partners, subconsultants, and third-party vendors to deliver projects on time, within
scope, and within budget.
• Supervise on-site personnel, including construction inspectors, ensuring adherence to project standards, company policies, and
safety protocols.
• Oversee all aspects of task order lifecycle—from proposal development and pricing strategy to work plan execution and
performance monitoring.
• Lead proposal efforts and capture strategies for new opportunities at and around the base, leveraging internal capabilities and
strategic partnerships.
• Develop project scopes, budgets, and schedules in collaboration with federal stakeholders; ensure technical feasibility and
alignment with mission requirements.
• Track project progress using appropriate tools and systems; manage changes in scope, schedule, and costs using established
verification techniques.
• Identify and mitigate project risks through proactive risk management strategies and escalation protocols.
• Prepare and present regular briefings and performance updates to both clients and senior leadership.
• Maintain comprehensive project documentation in accordance with contract, corporate, and regulatory requirements.
• Ensure compliance with all applicable DoD, federal, and company standards, including Defense Federal Acquisition Regulation
Supplement (DFARS), and Unified Facilities Criteria (UFC) guidelines.
• Contribute to strategic planning and company growth by identifying new opportunities and supporting initiatives within the
Strategic Programs group.

Required Skills & Experience

• Bachelor’s degree in engineering, architecture, construction management, or a related technical field is required.
• At least 8 years of experience in construction, design, and project management.
• Active Professional Engineer (PE) license OR EIT and ready to test for PE
• Demonstrated ability to lead complex IDIQ task orders and supervise multidisciplinary project teams.
• Proven success coordinating internal teams, JV partners, and subcontractors to deliver high-quality projects on time and within
budget
• Experience managing task order proposals, resource planning, and technical performance.
• Deep familiarity with federal contracting and technical standards, including FAR, DFARS, and Unified Facilities Criteria (UFC).
• Proficient in Microsoft Word, Excel, and project management tools used to track performance and ensure compliance.
• Skilled in developing project scopes, budgets, schedules, and metrics aligned with federal client expectations.

Nice to Have Skills & Experience

• Registered Architect (RA) certification in at least one U.S. state.
• Project Management Professional (PMP) certification or equivalent project management credential.
• Experience leading programs that incorporate sustainability, resilience, or energy performance objectives.
• Prior military service or direct experience working with NAVFAC, USACE, AFCEC, or other DoD engineering organizations
