Position Overview:
We are seeking a dedicated and detail-oriented Personnel Specialist to join our Hiring and Recruitment Team within HR. This role will primarily support the exam development and administration of tests. The ideal candidate will have experience with NeoGov and recruitment processes. Initially, the focus will be on building out application forms and posting job descriptions. Over time, the role will evolve into a more traditional recruiter position.
Key Responsibilities:
Perform technical personnel activities in support of HR administration.
Assist in recruitment and examination planning and activities.
Prepare job announcement bulletins and brochures; write and place advertisements.
Review applications for completeness and determine if applicants meet minimum qualification requirements.
Serve as chief proctor for various employment tests; conduct interviews.
Arrange for oral interview panels and chair qualification appraisal panels.
Respond to applicant inquiries concerning qualification requirements and selection procedures.
Conduct interviews with candidates.
Conduct classification studies of single positions and/or assist higher-level analysts on larger classification studies.
Collect and provide data relating to salaries, benefits, organizational structure, etc.
Compile and assemble data into appropriate formats; compare County job specifications with those of other agencies.
Prepare and coordinate proposed annual resolutions and Salary Resolution Amendments.
Assist in the coordination, development, and implementation of training and safety programs.
Maintain records, enter data, and answer questions from employees, supervisors, and other County staff.

Knowledge of basic human resources principles and procedures.
Backgrounding in Recruitment
Customer-facing experience presenting to internal staff or external customers.
Driven and eager personality; someone who is eager to learn and be hands-on.
Bachelor's degree in Human Resources, Business Administration, or a related field.
Strong organizational and multitasking skills.
Excellent communication and interpersonal skills.
Ability to work independently and as part of a team.
Proficiency in Microsoft Office Suite and HR software.
Experience with NeoGov and recruitment processes is preferred.
Experience building out Application Exams
Public Sector recruitment experience
Expereince with Tyler Technologies ERP
