Job Description

The Associate General Counsel partners with leadership to provide strategic legal guidance across programs supporting public benefits and healthcare services. This role ensures compliance with federal and state laws, advises on contracts and procurement, supports eligibility and appeals matters, and drives policy development. The position works cross-functionally to manage risk, support audits and compliance initiatives, and deliver practical legal solutions in a fast-paced, public sector environment.

Required Skills & Experience

5+ years of legal experience, including litigation or advising on state/federal law
Strong background in administrative law, healthcare law, or public benefits
Experience reviewing and drafting contracts, procurement documents, and agreements
Expertise in legal research, analysis, and writing (memos, policies, guidance)
Experience advising on compliance, audits, and risk mitigation strategies
Ability to manage high-volume, complex workload and competing priorities
Strong communication skills with ability to translate legal concepts to non-legal stakeholders
Active Arizona State Bar license in good standing

Nice to Have Skills & Experience

Experience with health and human services programs or government agencies
Exposure to home and community-based services (HCBS) or similar programs
Background supporting administrative hearings, appeals, or claims disputes
Experience with policy development and rulemaking
Familiarity with public records laws and transparency requirements
Prior experience working directly with executive leadership or cross-functional teams
