Job Description

Overview:

A public‑sector organization is seeking two Procurement Officers to support end‑to‑end procurement activities, from solicitation development through contract award and ongoing contract administration. These roles partner closely with internal departments to ensure compliant, transparent, and cost‑effective acquisition of goods and services in alignment with organizational policies and strategic objectives.

Day‑to‑Day:

Manages contract administration. Maintains accurate records of procurement activities. Maintains
supplier information and ensures supplier performance, including price, schedule, and quantity for goods
and services.
Develops solicitations from project intake through contract award in accordance with the City
Procurement Code and in collaboration with various department users.
Performs evaluations, negotiations, price analysis, and approvals in support of contract awards.
Assesses and evaluates potential vendors. Negotiates terms and conditions with suppliers to ensure
favorable pricing, delivery schedules, and other contractual terms
Prepares City Council written communications regarding the award or renewal recommendation with
sufficient background and content to support the recommendation.
Supports the procurement team in meeting strategic goals and initiatives. Monitors and projects
workload and identifies strategic contracting opportunities. Identifies opportunities to improve
procurement processes, streamline procedures, and reduce costs. Assists with management of city-wide
surplus disposal.
Engages with suppliers through business outreach to encourage involvement with the City’s contracting
program. Supports the City’s local and diverse business contracting initiatives
Conducts research for special projects and new procurement activities

Key Responsibilities:

Manage contracts in accordance with contract law, risk management principles, and best practices, ensuring compliance and minimizing organizational risk
Oversee supply chain and vendor relationships, including performance management and issue resolution
Lead and support solicitation and competitive bidding processes, ensuring transparency, fairness, and compliance
Interpret and apply municipal procurement policies and procedures, coordinating effectively with internal departments
Conduct market research and analysis to support procurement strategies and informed decision‑making
Utilize modern office technology, including computers and applicable software systems, to support efficient operations
Partner with internal departments to define requirements and scope of work

Required Skills & Experience

Must Haves:

3+ year of experience within public sector procurement
Bachelor's Degree in Supply Chain Management, Procurement, Business
Administration, or related field
Able to own and manage the entire procurement lifecycle
Project management and committee facilitation
Negotiation, pricing and financial analysis skills

Nice to Have Skills & Experience

Plusses:

Certified Public Purchasing Buyer (CPPB), Certified Purchasing Manager (C.P.M), Certified
Professional in Supply Management (C.P.S.M.), Certified Public Purchasing Officer (CPPO),
or Certified Procurement Professional (CPP).
